Scope
GB/T 28988-2024 is the English-translated version of 花卉有害生物防治技术规程.
GB/T 28988-2024 is the Chinese code of practice for controlling pests and diseases of ornamental flowers. Floriculture is an unusual crop for plant protection: the product is judged entirely on appearance, so a level of damage that would be tolerated in a field crop is a total loss, and the material moves internationally as living plants, cuttings and bulbs, which makes it one of the main pathways by which quarantine pests cross borders. The standard sets the composition of the control procedure, then quarantine, covering both entry and exit quarantine and domestic transport quarantine, monitoring, with its timing, content, methods and forecasting, diagnosis by direct observation and in the laboratory, and prevention and control, covering the agronomic, physical, biological and chemical measures and the record keeping and evaluation that follow. It replaces GB/T 28988-2012 and took effect on 31 December 2024.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part
1.Structure and drafting rules for standardization documents" Drafting. This document replaces GB/T 28988-2012 "Detection Procedure for Major Piercing-sucking Pests of Flowers". Compared with GB/T 28988-2012, In addition to structural adjustments and editorial changes, the main technical changes are as follows:
a) Added the definition of flower pests (see 3.1);
b) The definition of piercing-sucking pests has been deleted (see
3.1 of the.2012 edition);
c) Sampling and sample preservation have been deleted (see Chapter 4 of the.2012 edition);
d) Added the technical procedures for pest control (see Chapter 4);
e) Added quarantine and monitoring (see Chapter 5 and Chapter 6);
f) Added fungal disease detection, bacterial disease detection, virus detection, and parasitic nematode detection (see 7.2.1, 7.2.2, 7.2.3, and 7.2.4);
g) Added chewing pest detection (see 7.2.6);
h) Deleted the result determination and test report (see Chapter 6 and Chapter 7 of the.2012 edition);
i) Prevention and control, and archive management have been added (see Chapter 8 and Chapter 9). Please note that some of the contents of this document may involve patents. The issuing organization of this document does not assume the responsibility for identifying patents. This document was proposed by the State Forestry and Grassland Administration. This document establishes the technical procedures for the control of flower pests and stipulates technical requirements for quarantine, monitoring, diagnosis, control, and archiving. This document is applicable to the integrated prevention and control of common pests of flowers such as cut flowers, potted flowers, foliage plants, seedlings, and bulbs grown in facilities.

3 Terms and definitions
