Scope

GB 15569-2009 is the English-translated version of 农业植物调运检疫规程.

GB 15569-2009 specifies the quarantine procedures and methods applied to plants and plant products subject to quarantine when they are moved within China, and is the text used by agricultural plant quarantine agencies at every level.

It defines the key terms (movement quarantine, plants, plant products, lot, packaging, visual examination), identifies the pests concerned - the national list of quarantine pests and the supplementary provincial lists - and sets out the procedure step by step: acceptance and review of the application, on-site inspection of the goods, packaging, dunnage, vehicles and storage sites, sampling by diagonal five-point or stratified methods, laboratory examination (microscopy, sieving, staining, culture, serology, PCR and others), the quarantine conclusion with issue of a certificate or a treatment opinion, and the keeping of records and samples for at least one year.

Normative annexes give the application form, the quarantine requirements form, the on-site sampling rates and the numbers and quantities of samples, with an informative annex on common test methods.

It replaces GB 15569-1995, revising the title, structure and some terms and adding provisions on the procedure, on-site inspection and laboratory testing. Issued on 27 April 2009 and in force since 1 October 2009; it is replaced in turn by GB 15569-2026.

The entire technical content of this standard is mandatory.

This standard replaces GB 15569-1995, Quarantine rules for plant movement within the country.

Compared with GB 15569-1995, the main changes are as follows:

- the English title of the standard, the structure of the standard and some terms have been revised;

- supplementary provisions have been made on the quarantine procedure for plants and plant products subject to quarantine when moved within the country, and on their on-site inspection and laboratory examination and testing.

Annexes A, B, C, D, E and G of this standard are normative; Annex F is informative.

This standard was proposed by and is under the jurisdiction of the National Technical Committee for Standardization of Plant Quarantine.
