Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

This document is Part 2 of GB/T 27917 "Express Service". GB/T 27917 has released the following parts.

---Part 1. Basic terminology;

---Part 2. Organizational requirements;

---Part 3. Service link.

This document replaces GB/T 27917.2-2011 "Express Service Part 2: Service Organization" and is consistent with GB/T 27917.2-2011 In addition to structural adjustments and editorial changes, the main technical changes are as follows:

---Added a chapter "General Requirements" (see Chapter 4);

---Change "Qualification" to "Service Subject" (see Chapter 5, Chapter 5 of the 2011 edition);

---Added a "Service Products" chapter (see Chapter 6);

---Changed the requirements for "express mail processing place" and "express delivery business place" (see 7.1, 7.2, 8.1, 8.2 of the 2011 version);

---Added requirements for "intelligent collection and investment service terminals" and "express service stations" (see 7.3 and 7.4);

---Deleted the requirement of "customs express supervision place" (see 8.3 of the 2011 version);

--- Added requirements for "express packaging supplies" (see 8.1);

---Added a chapter on "Practitioner Management" (see Chapter 9);

---Added a "Data Security" chapter (see Chapter 11);

---Change "Service Format Contract" to "Service Contract" (see Chapter 12, Chapter 11 of the 2011 edition);

---Changed the requirements for "service quality" (see Chapter 14, Chapter 16 of the 2011 edition).

Introduction

GB/T 27917 "Express Service" is planned to consist of three parts.

---Part 1. Basic terminology. The purpose is to define the basic concepts of express delivery services and clarify their relationship with practitioners, categories of express delivery services, and special Basic terms related to express mail, service facilities and equipment, service supplies, service links, and service quality.

---Part 2. Organizational requirements. The purpose is to stipulate the overall requirements for express delivery service entities, service entities, service products, and service locations. and facilities, packaging supplies and equipment, employees, information systems, data security, service contracts, service security, and service quality. this requirement.

---Part 3. Service link. The purpose is to stipulate the service links of domestic express delivery business (excluding express delivery business from Hong Kong, Macao and Taiwan), as well as international Specific requirements for express delivery services within the territory of the People's Republic of China and Hong Kong, Macao and Taiwan express delivery services within the mainland (mainland).

1 Scope

This document stipulates the overall requirements for express delivery service entities, service entities, service products, service locations and facilities, packaging supplies and equipment, Basic requirements for employee management, information systems, data security, service contracts, service security, and service quality.

This document applies to entities that provide domestic and international express delivery services.
