This document stipulates the basic requirements for safe operation in the postal industry, as well as the procedures for receiving, sorting, transporting, delivering, security screening, and handling major accidents. The content includes safety production operations such as hazard investigation and treatment, and emergency response. This document applies to the safe production operations of postal and express delivery companies at all stages from mail and parcel collection to delivery.

4 Basic Requirements
4.1 Improve the system Postal and express delivery companies should strengthen safety management, establish and improve a comprehensive safety responsibility system and safety regulations, and construct... Establish a dual prevention mechanism for safety risk classification and control and hidden danger investigation and management.
4.2 Strengthen training Postal and express delivery companies should formulate and implement safety production education and training plans, and the principal responsible persons and safety production management personnel should be trained for the first time. Safety training should last no less than 32 hours, with annual retraining sessions of no less than 12 hours; new employees should receive pre-job safety training. The training time should be no less than 24 hours; if dispatched workers are used, they should be included in the unified management and training of the company's employees. Personnel who have not passed safety training should not be allowed to work.
4.3 Real-name registration Postal and express delivery companies should implement real-name registration throughout the entire production process of mail and parcel collection, sorting, transportation, delivery, and security checks. Operational management requires the registration of names and resident identity card numbers of all personnel directly engaged in mail and express delivery operations, including those employed in various forms. This information ensures that responsibilities are clearly defined for each stage and position. Postal and express delivery companies should implement a one-number-one-person management system for their employees' employee IDs and information system accounts. After an employee is transferred to a different position, they should... Information system accounts and access permissions should be adjusted promptly; upon leaving the company, employee IDs and information system accounts should be promptly cancelled or deactivated. Strict adherence to employee regulations is essential. Management is in place to prevent employees from unauthorizedly entrusting others to handle mail and express parcel operations in their name.
