1 Scope

GB 38600-2019 is the Chinese national standard on basic specification of service safety for senior care organization, in the field of services and company organization. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 27 December 2019 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 January 2022. This standard stipulates the basic requirements for service security, security risk assessment, service protection, and management requirements for elderly care institutions. This standard applies to the service security management of old-age institutions.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Related third party Elderly spouses, guardians, and individuals or organizations that provide funding guarantees or commission agents for older persons.

4 Basic requirements

4.1 Elderly care institutions shall comply with the compulsory regulations and standards Claim.

4.2 The use of safety signs shall comply with the requirements of GB 2893 and GB 2894.

4.3 Elderly caregivers should be trained after passing the training.

4.4 A system of day and night inspections and handovers shall be established, and records of inspection and service development shall be recorded.

4.5 A confidentiality system for the elderly's personal information and monitoring content should be established.

4.6 Health food and medicines should be prevented from being peddled in old-age institutions.

4.7 Contaminated fabrics shall be cleaned, disinfected and disposed of separately.

4.8 Smoking is prohibited in the living and active areas of the elderly.

5 Security risk assessment

5.1 Elderly people should provide services based on their daily activities, mental state, perception and communication, and social participation before they enter the elderly care institution.
