Scope
GB 30186-2013 is the English-translated version of 氧化铝安全生产规范.
GB 30186-2013 specifies basic safety requirements, safety operation requirements for equipment and facilities, and accident emergency measures for alumina production; it applies to safety management in the design, construction, installation, production and equipment maintenance of alumina enterprises.
The basic requirements cover design and construction of safety facilities, plant siting (for example at least 0.5 m above the maximum flood level), plant layout, buildings and structures (walkways, exits, emergency lighting, ladders, platforms and railings above 1.5 m), equipment guarding and earthing, safety management and training, personal protection, rules of conduct, cleaning and maintenance work, and traffic and fire protection.
Cleaning and maintenance provisions include lockout and tagging, oxygen above 19.5% before entering tanks, entry into vessels only below 40 °C with CO below 30 mg/m3 and stays under 20 min, gas cylinder spacing and hand lamp voltages of 36 V and 12 V. Further chapters address equipment and facility operations, power and transport systems and the working environment, and emergency measures, with informative annexes on the LEC risk assessment method and a hazard identification and risk control survey form; subclauses 3.9 and 3.11 and Chapter 4 are mandatory.
