1 Scope

GB 30079-2026 is the Chinese national standard covering the safety of a rolling mill for aluminium - the molten metal and the water that must never meet it, the rolling oil and its mist, the coil handling, and the fine aluminium dust from slitting and grinding that is itself explosive. This document specifies the general requirements, plant layout, and construction (structure) for the production of aluminum and aluminum alloy cast and rolled strips, hot-rolled plates and strips, cold-rolled plates and strips, and foils. Requirements for building, equipment and facility safety, process safety, operational safety and emergency response are described, along with corresponding verification methods. 4 General Requirements

4.1 The "three simultaneous" management requirements for safety facilities in construction projects shall be implemented. The safety facility design for metal smelting construction projects shall be reviewed and approved before implementation. Further construction and renovation.

4.2 A comprehensive safety production responsibility system and safety production management system should be established, improved, and implemented, and safe operating procedures for each type of work and position should be perfected and implemented. 5 Plant layout and buildings/structures

5.1 The layout of the plant area shall comply with the provisions of GB 4387, GB 50187, GB 50482 and GB 50544.

5.2 The fire compartmentation, fire separation distances, and structural fire resistance rating design of buildings and structures shall comply with GB 50016, GB 50630, and The provisions of GB 55037.

5.3 The power supply system and power distribution of electrical equipment in the workshop shall comply with GB 50052, GB 50054, GB 50055, GB 50058 and GB 50257. Regulation.

5.4 The lightning protection and grounding design of buildings and structures shall comply with the provisions of GB 50057 and GB 50169.

6.1 General Requirements

6.1.1 The pre-production processes for aluminum and aluminum alloy plates, strips, and foils involve smelting furnaces and casting furnaces (holding furnaces, settling furnaces) in the smelting and casting processes. The capping machine, online degassing or filtration device, aluminum ladle and its heater, and slag press shall comply with the provisions of GB 30078.

6.1.2 Fire dampers shall be installed in the exhaust ducts of hot rolling mills and cold rolling mills, and shall be inspected and tested regularly.

6.1.3 Physical isolation measures such as protective nets and protective covers should be taken for moving parts of the equipment, such as rotating, translating, swinging, squeezing, and stamping parts.

6.1.4 Physical isolation devices should be installed in the waste edge winding machine and waste edge passage area. Safety doors for personnel entering the waste edge winding passage should be connected to... The waste edge winding machine is interlocked so that the equipment can stop running and cannot be remotely started when operators enter.

6.1.5 Automatic tape-making machines, automatic coding machines, automatic packaging machines, automatic welding robots, automatic sheet surface inspection robots, etc., utilize automatic... 6.1.7 Combustion devices using natural gas, such as heat treatment furnaces, ingot heating furnaces, annealing furnaces, aging furnaces, and air-cushion quenching furnaces, shall comply with the following regulations.

a) The combustion system should be equipped with automatic ignition, flame monitoring, and flameout protection devices. In case of ignition failure or flameout during operation, it should be able to... The fuel supply should be automatically cut off, and the furnace should be purged before secondary ignition.

b) Each burner's gas pipeline should be equipped with a pressure monitoring and alarm device, and the monitoring and alarm signal should be synchronized with the emergency stop device installed on the gas pipeline. Interlocking of the automatic cutting device;

c) Furnaces using gas should be equipped with furnace temperature monitoring and alarm devices. The monitoring and alarm signals should be interlocked with the furnace heating system. d) Pressure monitoring values and high/low pressure alarm values should be displayed on the main unit's screen;

e) Pipelines and valves should be kept in good condition, without looseness or leakage;

f) The hose of the combustion device used for on-site baking should be a gas-specific hose and equipped with a backfire prevention device.

6.1.8 A vent pipe should be installed between the main gas valve and the combustion device valve. The vent pipe opening should be at least 1m above the roof ridge (or flat roof). Take measures to prevent rain and snow from entering the pipes and to prevent loose materials from entering the rooms.

6.2 Casting and Rolling

6.2.1 The main electrical control system and communication system of the casting and rolling mill shall be equipped with an uninterruptible power supply.

6.2.2 A water collection pit and drainage facilities should be provided at the bottom of the foundation pit of the casting and rolling mill frame. For existing structures without a water collection pit and drainage facilities... For the casting and rolling mill, other measures should be taken to collect leaking water and promptly pump out accumulated water.

6.2.3 Measures such as setting up cofferdams should be taken in the pit area below the casting and rolling mill front box and casting nozzle to prevent water from accumulating and entering the pit, and the cofferdams should be maintained. The inland pit area is dry.

6.2.4 A fixed combustible gas concentration monitoring and alarm device shall be installed at the pit of a casting and rolling mill that uses liquefied gas.

6.2.5 Within a 10m radius of the casting and rolling mill, the aluminum liquid supply facilities and emergency facilities at the front end of the casting and rolling mill, and the hot cast strip (coil). Liquefied gas cylinders should not be placed or used inside (except in rooms with partitions or separate cylinder rooms).

6.2.6 Liquefied gas pipelines should not be laid together with cable trays or underground cable trenches.

6.2.7 When liquefied gas pipelines are laid through underground trenches, fixed combustible gas concentration monitoring and alarm devices shall be installed in the underground trenches.

6.2.8 The liquefied petroleum gas (LPG) cylinder room shall comply with GB 5842, GB 50028 and the following provisions.

a) Maintain ventilation and install a fixed combustible gas concentration monitoring and alarm device;

b) Electrical installations and tools, including lighting, switches, and their wiring, shall be explosion-proof;

c) Firefighting equipment shall be properly equipped and inspected regularly.

6.2.9 A static electricity elimination device for human bodies should be installed at the entrance of the liquefied gas cylinder room, and there should be no open flames or flammable and explosive materials stored within a 10m radius around it. Products should be displayed and prominent safety warning signs should be posted.

6.3 Hot Rolled

6.3.1 The ingot milling machine shall comply with the following provisions.

a) Isolation railings should be installed on the loading and unloading roller conveyors and the main body of the equipment, and baffles should be installed on both sides of the main body to prevent milling chips from flying out;

b) If the observation side of the main control room is close to the ingot milling machine's working area, explosion-proof glass or other protective measures should be installed on its observation surface to prevent tool breakage or aluminum... Protective measures against flying debris;

c) An aluminum shavings collection and dust removal system should be installed, and the aluminum dust deposited in the dust removal system and surrounding equipment should be cleaned regularly;

d) Physical isolation measures should be taken in the chip splashing area of the ingot milling machine, and the safety door for entering and exiting the isolation area should be interlocked with the milling machine.

6.3.2 Physical isolation devices shall be installed in the main body of the ingot heating furnace, the furnace inlet and outlet areas, and the turning machine operation area.

6.3.3 A physical isolation fence shall be set up in the coiling area of the hot finishing mill, and the safety gate of the fence shall be interlocked with the coiling action mechanism of the mill.

6.3.4 Emergency sprinklers, eyewash stations, and ventilation and purification devices should be installed in the acid and alkali etching tank area.

6.3.5 Anti-collision measures should be taken for hydraulic oil pipes in the rolling mill body area.

6.3.6 Indoor fire hydrants should be installed around the drive side and operating side of the rolling mill and shearing machine. Fire-fighting equipment should be provided in the head and tail shearing areas of the rolling mill.

6.3.7 The exhaust fans of the rolling mill exhaust system and the cylinders (pumps) of the hydraulic system should be electrically interlocked with the rolling mill for safety.

6.3.8 The mill edge-breaking conveyor should be equipped with a physical isolation fence, and the safety gate of the fence should be interlocked with the mill edge-breaking conveyor.

6.3.9 Measures such as hanging safety nets should be taken above the trenches used for transporting aluminum coils to prevent people from falling.

6.4 Cold Rolled

6.4.1 Physical isolation devices should be installed in the area of the moving support of the cold rolling mill.

6.4.2 A safety door shall be installed at the stairwell leading from the drive side of the cold rolling mill to the top of the main body. The safety door shall be connected to the automatic fire extinguishing system at the top of the rolling mill. Interlocking.

6.4.3 Physical isolation fences shall be installed in the inlet and outlet drive side areas of the cold rolling mill, and the safety gates of the fences shall be interlocked with the mill drive device.

6.4.4 Emergency stop buttons should be provided for the actuators of the cold rolling mill, such as the coil take-up aid, external bearing, exit guide plate, and movable cover plate.

6.4.5 The oil tank and piping system of the cold rolling mill shall be grounded, and the grounding resistance value of the oil tank and piping system shall be less than 10Omega.

6.4.6 The cold rolling mill basement shall comply with the following requirements.

a) An access control system should be installed to prevent unauthorized personnel from entering;

b) A mechanical ventilation system should be installed, and forced ventilation should be provided during production and maintenance.

c) The rolling oil pump motor should be equipped with a temperature monitoring and alarm device;

d) Fixed oxygen content monitoring and alarm devices should be installed in the protected area of the automatic carbon dioxide fire extinguishing system;

e) Protective railings should be installed around the basement hoisting opening cover.

6.4.7 The plate filter room shall comply with the following requirements.

a) Management shall be carried out in accordance with the requirements of Zone 2 of GB 3836.14 for explosive hazardous atmospheres, and explosion-proof electrical equipment and facilities shall be selected and wiring shall be laid. Cables should be connected using seamless galvanized steel pipes or explosion-proof flexible conduits.

b) All metal casings, pipes, etc. of equipment shall be reliably grounded.

6.5 Heat Treatment

6.5.1 An access control system shall be installed in the basement of air cushion quenching furnace and annealing furnace, and personnel shall not enter the basement during the heat treatment process.

6.5.2 The combustion device of the heat treatment furnace using gas shall comply with the provisions of 6.1.7.

6.5.3 Induction heating furnaces using water cooling should be equipped with elevated water towers (boxes, pools) or emergency water supply facilities and their emergency power supplies.

6.6 Finishing

6.6.1 The sawing machine shall be equipped with an aluminum sawdust collection device, and the aluminum dust deposited on the collection device and surrounding equipment shall be cleaned regularly.

6.6.2 For trains equipped with winding aids, the winding aids shall be equipped with an emergency stop button and an electrical safety interlock device at the entrance of its safety fence.

6.6.3 The coating chamber shall comply with the following requirements.

a) A static electricity elimination device for human bodies should be installed at the entrance of the coating room;

b) Indoor facilities shall be managed in accordance with the requirements of Zone 2 of GB 3836.14 for explosive hazardous atmospheres, and explosion-proof electrical equipment and facilities shall be selected. Both the equipment and the paint pump should be equipped with anti-static grounding;

c) A safe distance should be maintained between the paint tray and the paint roller to prevent friction-induced fires;

d) A fixed combustible gas concentration monitoring and alarm device should be installed;

e) Mechanical ventilation facilities should be installed.

6.6.4 The coating unit shall be equipped with an automatic fire extinguishing system.

6.6.5 The dust removal system of the polishing and coating machine shall comply with AQ4272, GB 15577 and the following provisions.

a) When using wet dust collection, the water storage tank (box) shall be equipped with a liquid level monitoring alarm and an automatic water replenishment device, and the water supply device shall be equipped with a water supply flow monitoring device. Alarm device;

b) When using dry dust collection, adopt negative pressure dust collection method and install airlock ash discharge device, and take one of the following measures. explosion suppression, explosion relief, inerting.

6.6.6 Physical isolation fences should be set up in the working areas of wrapping machines and automated robotic arms for stacking, and the safety gates of the fences should be interlocked with the equipment.

6.6.7 Thick shearing machines and foil shearing machines should be equipped with a belt breakage shutdown interlock, and the rubber roller bite-in should be equipped with a limb intrusion prevention device and interlocked with the equipment.
