Scope

GB/T 17001.1-2025 is the English-translated version of 防伪油墨 第1部分:紫外激发荧光防伪油墨.

GB/T 17001.1-2025 is Part 1 of the Chinese national standard on anti-counterfeiting printing inks and covers the ultraviolet fluorescent kind.

It classifies UV-excited fluorescent anti-counterfeiting ink and specifies its technical requirements, inspection rules, marking, packaging, transport and storage, together with the corresponding test methods, and applies to the production, use and inspection of such inks on printed matter.

Clause 3 defines the ink as one that fluoresces in the visible range when excited at 254 nm, 313 nm or 365 nm, and defines the standard sample agreed between supplier and buyer.

This edition adds physical indicators for fluorescent inkjet ink, the particle size and initial dryness of screen ink, and tests for resistance to various reagents.

It replaces GB/T 17001.1-2011 and takes in GB/T 18754-2002, was issued on 1 August 2025 and has applied since 1 February 2026.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document is Part 1 of GB/T 17001 Anti-counterfeiting inks. GB/T 17001 has been published in the following parts.

--- Part 1: UV-excited fluorescent anti-counterfeiting ink;

--- Part 2: Magnetic anti-counterfeiting ink;

--- Part 3: Thermochromic anti-counterfeiting inks;

--- Part 4: Sunlight-induced color-changing anti-counterfeiting inks;

--- Part 5: Pressure-sensitive anti-counterfeiting inks;

--- Part 6: Infrared excited fluorescent anti-counterfeiting ink;

--- Part 7: Optically variable anti-counterfeiting inks;

--- Part 8: Anti-tampering and anti-counterfeiting inks.

This document replaces GB/T 17001.1-2011 "Anti-counterfeiting inks Part 1: Ultraviolet excited fluorescent anti-counterfeiting inks" and incorporates GB/T 18754-2002 "Intaglio printing UV-excited fluorescent anti-counterfeiting ink".

Compared with 2002, in addition to structural adjustments and editorial changes, the main technical changes are as follows:

a) Added physical indicators of fluorescent inkjet (see Table 1);

b) Added the particle size and initial dryness index of the screen plate (see Table 1);

c) Incorporates the particle size and initial drying technical requirements for flexographic (gravure) plates (see Table 1, Chapter 5 of GB/T 18754-2002);

d) Added the evaluation of appearance resistance of fluorescent ink (see Table 2);

e) Added test standards for resistance to various reagents (see Table 2);

f) Added the evaluation of fluorescent color in the fluorescent ink resistance test (see 5.2, 6.2.1);

g) The gasoline designation has been changed (see 6.8.1, 6.4.5.2.3 of GB/T 17001.1-2011).

Introduction

Anti-counterfeiting ink is a base material for anti-counterfeiting products and is widely used in national securities, certificates, general printed materials and product packaging.

This series of standards mainly classifies anti-counterfeiting inks according to their production process and anti-counterfeiting features.

GB/T 17001 "Anti-counterfeiting Inks" is intended to consist of 9 parts.

--- Part 1: UV-excited fluorescent anti-counterfeiting inks. The purpose is to provide the requirements and test methods for UV-excited fluorescent anti-counterfeiting inks.

--- Part 2: Magnetic anti-counterfeiting ink. The purpose is to provide the requirements and test methods for magnetic anti-counterfeiting ink.

--- Part 3: Thermochromic anti-counterfeiting inks. The purpose is to provide the requirements and test methods for thermochromic anti-counterfeiting inks.

--- Part 4: Sunlight-activated color-changing anti-counterfeiting inks. The purpose is to provide the requirements and test methods for sunlight-activated color-changing anti-counterfeiting inks.

--- Part 5: Pressure-sensitive anti-counterfeiting inks. The purpose is to provide the requirements and test methods for pressure-sensitive anti-counterfeiting inks.

--- Part 6: Infrared excited fluorescent anti-counterfeiting inks. The purpose is to provide the requirements and test methods for infrared excited fluorescent anti-counterfeiting inks.

--- Part 7: Optically variable security inks. The purpose is to provide the requirements and test methods for optically variable security inks.

--- Part 8: Anti-tampering and anti-counterfeiting inks. The purpose is to provide the requirements and test methods for anti-tampering and anti-counterfeiting inks.

--- Part 9: Other anti-counterfeiting inks. The purpose is to provide requirements for other anti-counterfeiting inks other than Part 1 to Part 8 and test methods.

This document aims to standardize the production, application and inspection of UV-excited fluorescent anti-counterfeiting inks so that UV-excited fluorescent anti-counterfeiting inks can be better used. To play its anti-counterfeiting effect, ensure the stability and controllability of its quality, and protect the legitimate rights and interests of manufacturers, users and consumers. Protecting national security and stability is of great significance.
