The core capacity of port public health is the "International Health Regulations (2005)" that states parties carry out public health risk monitoring at designated ports, The ability requirements for early warning and response to public health emergencies are an important part of building a port public health system with Chinese characteristics in the new era. Implement the technical measures of "continuously consolidating and improving the core capabilities of ports" in the "Healthy China 2030" Planning Outline. 1 Scope

China's mandatory technical specification for the public health core capacities of ports of entry - the airports, seaports, land crossings and rail crossings through which people and goods enter the country, and the places at which a disease arriving from abroad is either detected or is not. It specifies the general requirements and the enhanced requirements for the development of public health core capacities at points of entry and exit, and describes the corresponding verification methods. It applies to the air, water, road and rail ports approved by the state as open to the outside world. The document is the domestic expression of an international obligation: the International Health Regulations require designated points of entry to maintain defined core capacities at all times and to be able to escalate them during a public health emergency, and this standard turns that requirement into something a Chinese port can be built to and inspected against. It sets what must exist routinely - the facilities for assessing travellers and for the safe transport of the ill, the arrangements for medical assessment and for referral, the trained personnel, the equipment for inspection and for sampling, the vector surveillance and control programme, the safe handling of water, food and waste in the port area, and the plans and communication channels that connect the port to the health authorities. And then what must be available when something happens: the isolation and interview facilities, the capacity for entry and exit screening at scale, the decontamination and disinfection arrangements, the handling of contaminated conveyances and cargo, and the coordination with the wider emergency response. The verification methods are what make it inspectable, which is the point of writing it as a standard rather than as guidance. Issued on 29 December 2022 and in force since 1 January 2024.

This document specifies the general requirements and promotion requirements for the construction of core public health capabilities at ports, and describes the corresponding verification methods. This document is applicable to the public health core capacity building of air, water transport, highway and railway ports approved by the state to be opened to the outside world.
