1 Scope

China's national standard for the prevention and control of contact-transmitted infectious diseases at frontier ports. Contact transmission is the mode that most resists border screening. There is nothing to detect in an asymptomatic traveller carrying a viral haemorrhagic fever in its incubation period, mpox before the rash, or an antimicrobial-resistant organism they are simply colonised with - and thermal screening, which is what ports are equipped for, finds none of them. So the standard is about what happens around detection rather than detection itself: how the risk is identified, how the probability of cross-border transmission through a port is assessed, how warnings and information are communicated between the port, the health authorities and their counterparts, and what is actually done when a case or a suspected case is found. It applies to on-site control and emergency response for infected and suspected persons entering or leaving the country, and not to pathogens found in the quarantine of conveyances, cargo and articles.

This document stipulates the risk identification of infectious diseases transmitted through contact at inbound and outbound ports, risk assessment of cross-border transmission at ports, risk warning and information communication and the content and requirements of disposal. This document is applicable to on-site prevention and control and emergency response of persons/cases infected with infectious diseases and persons/suspected cases infected with infectious diseases through contact. Disposal. This document does not apply to on-site prevention and control measures for pathogens found during quarantine inspection of inbound and outbound transportation vehicles, goods, and articles.
