Scope

GB/T 9465-2018 is the English-translated version of 高空作业车.

China's national standard for vehicle-mounted mobile elevating work platforms. These are the aerial platforms built onto a truck chassis - the machines used for street lighting, power line work, tree work, signage and building maintenance - and they reach heights up to 100 metres, which is the tallest of any wheeled access equipment. The safety case is entirely about stability and structural integrity, because a person is standing in a basket at the end of a long boom and there is no second chance. Two systems carry that case: the outriggers, which must be deployed and confirmed before the boom moves at all, since the truck's own wheelbase cannot support the overturning moment; and the load moment limiter, which computes what the machine can carry at the current boom position and stops it before it exceeds it. Wind is the other limit, and it governs whether the machine may be used at all on a given day. The standard specifies the terms and definitions, classification and models, technical requirements, test methods, inspection rules, marking, packaging, transport and storage, for platforms of working height up to 100 m.

Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009. This standard replaces GB/T 9465-2008 "High-altitude work vehicle". Compared with GB/T 9465-2008, except for editorial changes, mainly The technical changes are as follows:

--- Removed the "Basic Parameter Series for Work Vehicles" requirement (see.2008 edition 4.3);

---Modified Chapter 3 aerial work vehicle, maximum working platform height, minimum working platform height, maximum working height, maximum operation Amplitude, rated load definition, deleted the definition of aerial work platform (see.2008 edition 3.2), increased mobile lift work level Taiwan (see 3.2), minimum operating height (see 3.7) definition;

---Working environment conditions increase the relative humidity regulations of insulated working vehicles (see 5.1.9);

--- Increased the requirements for the safety performance of modified vehicles (see 5.1.3, 5.1.5);

--- Increased the limit of the "outer edge speed" of the swing speed (see 5.8.3);

--- Revised the calculation requirements for stability and structural safety (see 5.3.3, 5.3.5);

--- Increased the safety provisions of the work platform (see 5.7.6, 5.7.12, 5.7.15), aerial work vehicles greater than 30m should be equipped with anemometer (see 5.7.14), interlocking of the leg and extension structure (see 5.7.2), safety requirements for the safety of the rated load of the work vehicle (see 5.7.16~5.7.18);

--- Increased the safety performance requirements of hydraulic system actuators (see 5.4), improved the platform sinking capacity under rated load (see 5.8.5,.2008 edition 5.7.5);

--- Increased control requirements for electrical systems (see 5.5);

--- Revise the maximum working platform height error to 1% (see 5.8.6,.2008 version 5.7.6);

--- Increased 20kV, 500kV grade insulated aerial work vehicle content (see Table 3,.2008 edition table 4);

---The detection electrode is changed from "63kV or more folding arm type working vehicle" to "66kV and above working vehicle", the fixed position is "100mm~150mm" was changed to "not less than 50mm" (see 5.10.1.1,.2008 edition 5.9.1);

--- Added the requirement of "equal potential connection ring for voltage equipotential working vehicle of 110kV and above" (see 5.10.1.2);

This standard specifies the terms and definitions, classification and model, technical requirements, test methods, inspection rules, signs, packaging, and Transportation and storage. This standard is applicable to aerial work vehicles with a maximum working height of not more than 100m (hereinafter referred to as work vehicles).
