Scope
GB/T 40595-2021 is the English-translated version of 并网电源一次调频技术规定及试验导则.
GB/T 40595-2021 sets out technical requirements and tests for primary frequency control of grid-connected power sources, the automatic adjustment of active power output that reduces the frequency deviation when system frequency departs from its target.
Its scope lists thermal, hydro, nuclear, gas turbine, solar thermal, pumped storage, wind, photovoltaic and energy storage plants, and other grid-connected sources may use it for reference.
For thermal, gas, oil and solar thermal units, nuclear units, hydroelectric units, new energy plants and energy storage stations it gives the technical requirements first and then the matching primary frequency control test.
It defines terms including the dead band of primary frequency control, steady-state speed droop, rated active power and step test. It was issued on 11 October 2021 and has applied since 1 May 2022.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.
1 Scope
This document specifies the primary frequency modulation performance and test of the grid-connected power supply.
This document is applicable to thermal power, hydropower, nuclear power, gas turbine power generation, solar thermal power generation, and Grid-connected power sources such as pumped storage, wind power, photovoltaic power generation and energy storage power stations, and other grid-connected power sources can be implemented by reference.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Primary frequency control; PFC
When the frequency of the power system deviates from the target frequency, the power supply will adjust the active power output to reduce the control of the frequency deviation through the automatic response of the control system.
3.2 Deadband of primary frequency control; DB
The speed or frequency at which the primary frequency modulation function does not operate deviates from the rated value.
3.3 Steady-state speed regulation; speed governing droop
The slope of the static characteristic curve of the primary frequency regulation of the unit speed control system.
3.4 Rated active power
The approved unit can maintain active power for long-term stable operation.
Note: The approved rated active power should reserve the primary frequency modulation capacity specified in this document.
3.5 Step test
A step change test of the set value of the controlled quantity.
Note: The step test is used to check the dynamic performance of the automatic control system.
