Scope

GB/T 33603-2026 is the English-translated version of 电力系统模型数据动态消息编码规范.

GB/T 33603-2026 is a coding specification for dynamic messages used with power system models and data. It sets out the encoding structure, data types, encoding methods and basic encoding rules, and describes how the encoding is applied.

The methods range from one compatible with ASN.1 to a named ASN.1 method, an object encoding method and a further class-based method. Terms include encoding mode, dynamic message coding, type expansion, short description and long description.

It applies to dynamic message communication and to the description of power system model data. An appendix gives a C language format definition for power system model data.

Issued on 2 July 2026 and applicable from 1 February 2027, it replaces GB/T 33603-2017.

Foreword

This document is in accordance with GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents".

This document supersedes GB/T 33603-2017 "Specification for Dynamic Message Coding of Power System Model Data" and is consistent with GB/T 33603-2017.

Compared to previous versions, aside from structural adjustments and editorial changes, the main technical changes are as follows.

a) The definition of dynamic message encoding has been changed (see 3.2, 2017 version 3.2), adding techniques for type expansion, short description, and long description. Terms and definitions (see 3.3, 3.4, 3.5);

b) A description of M-encoded data has been added (see 5.1);

c) Added a description that the encoding extension CE and extension flag EF are optional (see 5.2.1);

d) A description of encoding extensions has been added (see 5.2.3);

f) A description of the high-level flag has been added (see 5.2.5);

g) Added 31 high-precision time bits and added 47 reserved bits (see Chapter 6);

h) The application scenario for M0 encoding has been changed, and a simplified encoding method for simple types with fixed length has been added, as shown in Figure 4 (see page 7). Chapter 7 (2017 edition);

i) The application scenarios for M1 encoding have been changed (see Chapter 8, Chapter 8 of the 2017 edition);

j) The business scenario for the M2 application has been changed, and a description of object length has been added (see Chapter 9, Chapter 9 of the 2017 edition);

k) The applicable business scenarios for M3 have been changed (see 10.1, version.2017);

l) Expanded the applicable scenarios for M0 [see 12.1a)];

m) The applicable scenarios for M1 have been changed [see 12.1b), 2017 version 12.1b)];

n) Increased the applicable scenarios for M3 [see d) in 12.1];

o) Added data validation [see f) in 12.1];

p) The phrase "See 9 Object Encoding Method (M2) for detailed definition" has been removed (see 12.2.2 in the 2017 edition).

Introduction

With the growth of power grid scale and the increasing complexity of power system applications, there is an urgent need for a flexible and efficient model and numerical representation of power systems.

This document employs a binary self-describing method to describe large-scale power system models and data, improving the flexibility of model data description. Efficiency of sex and communication transmission. Dynamic Message Coding Standard for Power System Model Data

1 Scope

This document specifies dynamic message encoding applied to power system model data, including encoding structure, data types, encoding methods, and basic principles. Encoding rules describe the application of encoding.

This document applies to dynamic message communication and power system model data description.
