GB/T 33528-2017 is the English-translated version of 公共就业服务术语.

GB/T 33528-2017 gives the basic terms used in public employment service.

Its basic concepts clause defines employment as the lawful social and economic activity, carried on for remuneration or business income, of a person of legal working age who is able and willing to work; unemployment as the state of such a person who has no lawfully paid work; employment service; and public employment service as the same service provided as a public good.

The service content clause covers policy consultancy and the publication of information, including information on job demand and supply, on salary benchmarks and on vocational training.

Further clauses deal with service guarantee and service quality, and a bibliography and an index close the document. It applies to public employment services. Issued on 28 February 2017, it has applied since 1 September 2017.

1 Scope

This standard specifies the basic terms used for public employment services.

This standard applies to public employment services.

2 Basic concepts

2.1 Employment

In the legal age of labor, those who have the ability to work and desire to work are engaged in a legitimate social economy for the purpose of obtaining remuneration or operating income activity.

2.2 Unemployment

In the age of legal labor, those who have the ability to work and desire to work are in a state where they have not obtained or have a legal remuneration job.

2.3 Employment service

Through the provision of service measures to meet the employment of workers or employers to recruit staff needs behavior.

2.4 Public employment service

Through the provision of public welfare services to meet the employment of workers (2.1) or the recruitment of staff needs of the behavior.

3 Service content

3.1 Policy advice

For the workers and employers to provide relevant labor and employment, social insurance, wages and benefits, protection of labor rights and other laws, regulations and policies Side of the information services.
