Scope

GB/T 30523-2023 is the English-translated version of 科技资源核心元数据.

GB/T 30523-2023 covers the core metadata that describes a science and technology resource — research instruments and facilities, scientific data, biological germplasm, experimental materials — and gives both the way an element is described and the elements themselves. The description method fixes what has to be stated for each one: its definition, English name, data type, value range, short name, notes, child elements and formal notation. The core set then runs from identifier, resource name, description and keyword through the generation, registration and latest release dates, subject classification and topic classification, intellectual property category, resource usage licence, resource access address and sharing method. A further clause defines the permitted types of extension and the rules for making one, so a field can add what it needs without breaking the common core, and an informative annex works through an example. The introduction states the case: these resources are the material basis of research, and how far they are shared is one of the things that sets a country's underlying scientific capability. Sharing rests on catalogues that can be merged and searched together, which is what an agreed licence field and access address are for. The 2023 edition replaces the 2014 standard on platform resources. For resource holders, repository builders and the platforms that federate them.

Introduction

Scientific and technological resources such as scientific research instruments and facilities, scientific data, biological germplasm and experimental materials are the material basis of scientific and technological innovation and are public welfare and basic.

Fundamental, strategic, and diverse characteristics. The scale, quality and level of shared utilization of scientific and technological resources are important factors affecting the country’s basic scientific and technological capabilities.

white. In order to continue to build and accumulate scientific and technological resources, strengthen the standardized management of scientific and technological resources, and improve the sharing and utilization of scientific and technological resources

Therefore, it is necessary to carry out a unified and standardized description of scientific and technological resources.

Since the release of GB/T 30523-2014 "Core Metadata of Technology Platform Resources", technology platforms have been built in accordance with GB/T 30523-2014.

Established a scientific and technological resource catalog system based on metadata, oriented to the scientific and technological resource life cycle, standardized the description of scientific and technological resources, and facilitated the rapid identification of scientific and technological resources.

Bit, retrieval and resource sharing provide effective ways. At the same time, in recent years, the country has issued a series of policies on science and technology platform construction and resource sharing.

Laws, regulations and institutional documents. In.2018, the Ministry of Science and Technology and the Ministry of Finance issued the "Management Measures for the National Science and Technology Resource Sharing Service Platform". In.2019

According to this method, the national scientific and technological resource sharing service platform has been optimized and adjusted, and a new working system layout has been formed, including 20 scientific and mathematical institutions.

Core metadata of scientific and technological resources

1 Scope

This document specifies the description methods, composition, elements, entities of core metadata of scientific and technological resources, as well as the types and types of core metadata extensions.

rule.

This document is suitable for cataloging, archiving, database building, publishing, sharing, exchange and query of core metadata of scientific and technological resources, as well as domain expansion, etc.
