GB/T 39912-2021 is the English-translated version of 科技计划形成的科学数据汇交技术与管理规范.

GB/T 39912-2021 sets the technical and management specification for archiving the scientific data produced by a science and technology programme.

It fixes the principles of the collection and exchange of that data, the bodies responsible for the work and their duties, and the main content and the procedures by which the data is collected, described, checked and handed over.

Foreword

This standard is in accordance with GB/T 39909-2021 "Data Elements for Transportation of Scientific Data Collection Formed by Science and Technology Plan" and GB/T 39908- The 2021 "Scientific Data Collection Traffic Code Set Formed by Science and Technology Plan" jointly constitutes the data collection and transmission of scientific data formed by the standard science and technology plan A series of standards for work.

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

1 Scope

This standard stipulates the principles of scientific data collection and exchange, the main body and responsibilities of management, main content and procedures for the formation of science and technology plans.

This standard applies to the collection and management of scientific data formed by various types of science and technology plan projects at all levels funded by government budget funds, and other methods The scientific data collection and management formed by the managed science and technology plan can be implemented by reference.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Scienceandtechnologyprogram

According to scientific and technological development plans and strategic arrangements, supported by government budget funds or controlled and guided by macroeconomic policies, the government administrative department Organize and implement scientific research and experimental development activities and other related scientific and technological activities.

3.2 Scientificdata

The primordial nature, characteristics, and changing laws of the objective world that are accumulated by human social science and technology activities or acquired through other means.

Fundamental data, and the collective name of all kinds of data generated after processing and sorting by the system.

Note: Scientific data is data generated through basic research, applied research, experimental development, etc., in the fields of natural sciences, engineering technology, etc., and through observations.

The original data and its derived data obtained by means of monitoring, investigation, inspection and testing and used in scientific research activities.

3.3 Science and Technology Program Project Manager

Institutions specifically responsible for the management of various scientific and technological projects.

3.4 Submittingorganizationofscientificdata

An organization that submits scientific data to the scientific data manager in accordance with prescribed procedures and requirements.

Note: Generally, it is the lead legal entity of the science and technology project.
