Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document is Part 1 of GB/T 11412 "Technical Requirements for Safe Sailing of Seagoing Ships". GB/T 11412 has already published the following parts.

1.General Requirements. This document supersedes GB/T 11412.1-2009 "Technical Requirements for Safe Navigation of Seagoing Ships - Part

1.General Requirements", and is consistent with GB/T 11412.1- Compared to.2009, aside from structural adjustments and editorial changes, the main technical changes are as follows:

a) The scope of application has been changed (see Chapter 1, Chapter 1 of the.2009 edition);

b) The terms "excessive corrosion," "freeboard deck," "superstructure and deckhouse," "excess water depth," "draft difference," "sinking depth," and "sinking ratio" have been removed. "Stability criterion," "anniversary date," "emergency plan," "professional training," "confirmation," and their definitions (see 3.1-

3.3 of the.2009 edition). (3.6~3.10, 3.12~3.15)

c) The requirements for ship certificates, documents, and documentation have been changed (see Chapter 4, Chapter 4 of the.2009 edition);

d) The requirements for personnel on board have been changed (see Chapter 5, Chapter 5 of the.2009 edition);

e) Added requirements for the absence of serious defects such as cracks at the connection between the cargo column and the deck (see 6.1.2), and for the freeboard deck and superstructure deck. The requirements for the weathertightness of hatches and hatch covers in cargo holds (see 6.1.4) were revised, and modifications were made to the deck machinery and pedestals. The scope (see 6.1.5,.2009 edition of 6.1.5);

f) The navigation safety requirements have been changed (see Chapter 7, Chapter 7 of the.2009 edition);

g) The basic requirements for ship loading condition, draft requirements, and stability criterion requirements have been changed (see 8.1~8.3, Article 8 of the.2009 edition). Chapter

8.4 added requirements for cargo management.

h) The requirements for fire extinguishing equipment have been changed (see Chapter 9, Chapter 9 of the.2009 edition);

This document specifies the ship certificates, documents and materials required for the safe departure of a seagoing vessel, the personnel on board, the hull structure, navigation safety, and loading status. Technical requirements for stability, fire protection, lifesaving, electromechanical equipment, pollution prevention and ship communication. This document applies to Chinese-flagged seagoing vessels of 500 gross tons and above that navigate in all types of navigation areas. This document does not apply to non-motorized vessels, military vessels, government vessels, sports vessels, fishing vessels, or vessels damaged by natural disasters or emergencies. Ships that need to set sail urgently for special reasons such as military operations.

3.1 Terms and Definitions The terms and definitions defined in

GB/T 4099 and the following terms and definitions apply to this document.

3.1.1 strength The ability of a ship's structure to resist damage and deformation.

3.1.2 stability The ability of a ship to tilt without capsizing when subjected to external forces, and to return to its original equilibrium position after the external forces are removed.

3.1.3 Departure The moment a vessel releases its last mooring line or anchors itself from the seabed at its last berth or anchorage before departing from the port.
