Scope
GB 17566-2021 is the English-translated version of 海洋运输船舶应变部署表.
GB 17566-2021 specifies the basic requirements for the muster lists and muster cards of seagoing merchant ships: the division of duties, responsibilities and technical actions of everyone on board in emergencies - abandoning ship, fire fighting, enclosed space entry and rescue, and damage control on passenger ships - and how muster lists and cards are to be provided on board and filled in.
It applies to cargo ships of 500 gross tonnage and above and passenger ships carrying 12 or more passengers engaged in commercial transport at sea, and corresponds to SOLAS 1974 and its amendments prior to 2017.
It fixes the format of the list (paper 670 mm × 490 mm, table 640 mm × 460 mm), the 8 columns of the cargo ship list and the 11 columns of the passenger ship list, the duties of the bridge and engine room watch, the emergency and fire alarm signals built from short and prolonged blasts, the abandon ship, fire-fighting, enclosed space rescue and passenger search stations, muster card formats, and a sample muster list in normative Annex A. It replaces GB 17566-2010, adding actions for free-fall lifeboats, davit-launched liferafts, enclosed space rescue and passenger ship damage control and revising the lifesaving, fire-fighting and remarks provisions.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB 17566-2010 "Muster list for seagoing transport merchant ship". Compared with GB 17566-2010, apart from editorial changes, the main technical changes are as follows:
- the actions of the bridge and engine room have been modified (see 4.1; 4.1.4 of the 2010 edition);
- the actions of the abandon ship (lifesaving) stations have been modified (see 4.3.1 and 4.3.2.4; 4.3.1 and 4.3.2.4 of the 2010 edition);
- actions and tasks for free-fall lifeboats on cargo ships have been added (see 4.3.2.3);
- actions and tasks for davit-launched liferafts have been added (see 4.3.2.6);
- the actions of the fire-fighting stations have been modified (see 4.4.1 and 4.4.4; 4.4.1 and 4.4.2 of the 2010 edition);
- the locations of lifesaving and fire-fighting equipment have been deleted (see 4.5 and 4.6 of the 2010 edition);
- actions and tasks for enclosed space rescue have been added (see 4.5 and 5.5);
- the remarks column has been modified (see 4.6 and 5.7; 4.7 and 5.7 of the 2010 edition);
- damage control actions for passenger ships have been added (see 5.3.2.5);
- the tasks on the muster card for crew members have been modified (see 6.1.1; 6.1.1 of the 2010 edition).
This standard corresponds to the International Convention for the Safety of Life at Sea, 1974 and its amendments prior to 2017, and was prepared with reference to the International Convention for the Safety of Life at Sea, 1974 and its amendments.
This standard was proposed by and is under the jurisdiction of the Ministry of Transport of the People's Republic of China.
