1 Scope

GB 6675.3 is the flammability part of the Chinese toy safety standard. It sets the categories of flammable material that are prohibited in toys and, for the toys where a flame is the danger, the requirements and the test methods that decide whether a product may be sold: toys to be worn on the head, such as beards, wigs and masks; toy disguise costumes and toys a child enters; and soft filled toys. The test is a flame applied under stated conditions and a measured rate of spread. This is the clause behind most toy fire incidents involving dressing-up costumes, which is why it is written as a mandatory national standard rather than a recommendation. The 2025 edition, effective 1 November 2026, replaces GB 6675.3-2014 and is aligned with the current ISO 8124-2. For a toy manufacturer or an importer, compliance with this part is a precondition of CCC certification and of sale in China.

This document specifies the categories of flammable materials prohibited for use in all toys and the flammability requirements for certain toys that may come into contact with small ignition sources. The test methods described in Chapter 5 of this document are applicable to testing the flammability of toys or materials under specific test conditions. The test results cannot be used to determine that these toys or materials are completely free of potential fire hazard when near other ignition sources. This document includes general requirements related to the flammability of all toys, as well as specific requirements and test methods for the following toys considered most flammable.

--- Headwear toys. Beards, whiskers, wigs, etc., or flowing elements made of plush, etc.; masks; headscarves, head ornaments, etc., but excluding hats made of undecorated paper and cardboard (see A.3 in Appendix A).

--- Toy disguise costumes and toys intended to be worn by a child during play (see A.4).

--- Toys intended to be entered by a child made of textiles and/or polyester films and fabrics (see A.5).

--- Soft-filled toys (see A.6). Supplementary requirements for the flame retardancy of electric toys shall be implemented in accordance with the provisions of GB/T 19865. NOTE

3 Terms and Definitions

The following terms and definitions are applicable to this document.

3.1 Chemical Toy A directly manipulated chemical substance or mixture that shall be used under adult supervision and is suitable for toys intended for a specific age group.

3.2 Cleansing Wiping with a dry or damp cloth to remove surface dirt.

3.3 Flammability The ability of a material or product to ignite when exposed to fire under specified test conditions.

3.4 Flaming Debris Materials that fall from the specimen during testing and continue to burn as they fall.

3.5 Extremely Flammable Liquid A liquid with a flash point of less than 23°C and an initial boiling point of no more than 35°C.

3.6 Flammable Gas A gas or gas mixture that has a certain flammability range when mixed with air under conditions of 20°C and standard atmospheric pressure (101.3 kPa).

3.7 Flammable Liquid A liquid with a flash point of not less than 23°C and not more than 60°C.

3.8 Highly Flammable Liquid A liquid with a flash point of less than 23°C and an initial boiling point of greater than 35°C.

3.9 Highly Flammable Solid NOTE. Tents, puppet theaters, sheds, conical tents, and play tunnels are all toys intended to be entered by a child (see A.5).

3.17 Washing The process of washing textiles in water. NOTE. Washing includes all or part of the following combined operation processes.

--- Immersion, pre-washing, and main washing, that is, processes typically involving heating, mechanical washing, and the use of detergents or other similar products, as well as rinsing;

--- Dehydration, that is, removing water from textiles by spinning or wringing during and/or after the above washing processes. These operations may be performed by machine washing or hand washing.

4 Technical Requirements

4.1 General Requirements The following materials are not permitted for use in the manufacture of toys.

--- Celluloid (nitrocellulose), except for use in varnishes, paints, glues, or ping-pong balls and similar game balls.

--- Highly flammable solid.

--- Materials that, under the conditions specified in 5.5, exhibit a plush surface and produce a surface flash when a flame is applied. After the test flame is removed, the flame on the plush surface must not rapidly spread to other plush surfaces away from the test flame to be considered compliant. NOTE. Surface flash shall be tested according to the method specified in GB/T 5456. To check whether toys meet the requirements of

4.2 to 4.5, a test flame is used to test the specified materials. If the materials meet the requirements of

4.2 to 4.5, they are considered compliant. In addition, except for the following, toys shall not contain flammable gases, extremely flammable liquids, highly flammable liquids, flammable liquids, or flammable gels.

--- Flammable liquids and flammable gels in sealed containers, with a maximum capacity of 15 mL per container;

--- Highly flammable liquids and flammable liquids stored entirely in loose material within writing instrument tubes;

--- Flammable liquids with a kinematic viscosity greater than 260×10-6 m2/s, corresponding to a flow time greater than 38 s in cup 6 of GB/T 46024;

--- Chemical toys and highly flammable liquids conforming to GB/T 6675.10.
