Scope

GB/T 14748-2025 is the English-translated version of 儿童呵护用品安全 儿童推车.

GB/T 14748-2025 is the Chinese national standard for the safety of wheeled child conveyances: prams, pushchairs, strollers and the chassis, pram bodies, seat units and child car seats that combine into them. It applies to conveyances for one or more children weighing up to 15 kg, and to the heavier class from 15 kg up to 22 kg, and it also covers the integrated standing platform for a child of up to 20 kg. It does not apply to toy pushchairs, sports pushchairs, motor-driven pushchairs or pushchairs built for other special purposes. The document is built around the hazards. Clause 6 covers the materials a child touches - the quality of the material, the migratable elements, the plasticizers, the formaldehyde, the azo dyes that release harmful aromatic amines, the pH, the migratable N-nitrosamines and the short chain chlorinated paraffins, and the metal surfaces. Clause 7 covers burning behaviour. Clause 8, the longest, covers the mechanical hazards, starting from the protective functions. Clause 9 fixes the marking and the instructions for use, and Clause 10 the implementation of the standard itself. Clauses 4 and 5 are what a laboratory works from: the test sample, the principle of the most onerous condition, the tolerances of the equipment, the test conditions, the pneumatic tyres, the protected volumes and the junction line; then the test masses, the plug gauges, the angle measuring devices, the hinged board, the small parts cylinder, the clamp, the inclined platform, the rectangular stops, the 76.2 mm plug gauge and the machine for the dynamic durability test. Two things about this edition matter more than its contents. It replaces GB 14748-2006 and, in doing so, the subject moves from a mandatory GB standard to a recommended GB/T one. And it is not in force yet: it was issued on 5 October 2025 and applies from 1 November 2026, so until that date the standard a pushchair has to meet in China is still GB 14748-2006.

Foreword

This document was issued on 5 October 2025 by the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China, and comes into force on 1 November 2026.

It replaces GB 14748-2006, Safety requirements for wheeled child conveyances. With this revision the subject moves from a mandatory national standard (GB) to a recommended one (GB/T). Until 1 November 2026 the standard in force remains GB 14748-2006.

1 Scope

This document specifies the safety requirements for wheeled child conveyances, and describes the corresponding test methods.

This document is applicable to two types of wheeled child conveyances for one or more children, with a single weight of 15 kg or less, or 15 kg or more but up to 22 kg. It also covers the integrated platform for children with a maximum weight of 20 kg to stand.

This document is not applicable to toy pushchairs, sports pushchairs, motor-driven pushchairs or pushchairs designed for other special purposes.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 wheeled child conveyance: vehicle designed for the transportation of one or more children that can be manually steered while being pulled or pushed, composed of one or more pram bodies, seat units or car seats for children, or their combinations, connected to the chassis.

3.2 pram body: structure with essentially vertical and continuous sides ending in an internal base, designed to transport one or more children in a primarily horizontal position.

3.3 seat unit: structure with a backrest, fixed or adjustable to a reclining or lying flat position, designed to support one or more children.

3.4 chassis: wheeled framework with one or more handles for pushing or pulling, designed to take one or more of the pram body, seat unit, car seat for children, or their combination.

3.5 pram: vehicle designed to carry a lying child, comprising a chassis and one or more pram bodies. 3.6 pushchair: vehicle designed to carry a sitting child, comprising a chassis and one or more seat units or car seats for children.

4 General rules and test conditions

The clause fixes the test sample, the principle of the most onerous condition - the configuration in which the conveyance is least favourable is the one to be tested - the tolerances of the test equipment, the test conditions, the treatment of pneumatic tyres, the determination of the protected volumes and the determination of the junction line.

5 Test equipment

The equipment is specified one piece at a time: the test masses, the test plug gauges, the angle measuring devices, the hinged board, the small parts cylinder, the clamp, the inclined platform, the rectangular stops, the plug gauge of 76.2 mm diameter and the machine for the dynamic durability test.

6 Materials

The clause covers what the child is in contact with: material quality, migratable elements, plasticizers, formaldehyde, decomposable harmful aromatic amine dyes, requirements for pH value, migratable N-nitrosamines and N-nitrosatable substances, short chain chlorinated paraffins, and metal surfaces.
