GB 14748-2006Safety requirements for wheeled child conveyances (English PDF)

Foreword

This standard is mandatory.

From its date of implementation, this standard replaces GB 14748-1993, Safety requirements for wheeled child conveyances. The main changes compared with GB 14748-1993 are as follows:

- the scope has been revised;

- the definitions of the general terms of the pram and pushchair industry have been revised;

- general test requirements (test sequence, least favourable principle) and environmental conditions for testing have been added;

- the limits for migratable elements have been revised;

- technical requirements and assessment methods for hazardous gaps, shear and squeeze points, small parts, exposed protrusions and connections of mechanical parts have been added to the construction requirements;

- dimensional requirements for some parts of the conveyance have been added;

- the stability requirements and test method have been revised;

- the obstacle test of the previous standard has been replaced by a handle strength test, and some test methods have been revised;

- the requirements for folding and locking devices, the test method for parking devices, the reliability test of harnesses and restraint systems and the dynamic endurance test have been revised;

- an impact strength test and requirements for plastic packaging bags have been added;

- the product information has been added to and revised, with requirements for product marking and for the instructions for use;

- technical requirements that were vague in the previous standard have been clarified.

This standard was proposed by the China National Light Industry Council and is under the jurisdiction of the National Technical Committee on Toys of Standardization Administration of China.

This edition will be replaced by GB/T 14748-2025, Safety of child care articles - Wheeled child conveyances, issued on 5 October 2025 and in force from 1 November 2026. Until that date GB 14748-2006 is the standard that applies, and with the new edition the subject moves from a mandatory GB standard to a recommended GB/T one.

1 Scope

This standard specifies the safety requirements and test methods for wheeled child conveyances intended to carry one or more children.

This standard does not apply to toy prams or to conveyances designed for other special purposes.

2 Normative references

The provisions of the following documents become provisions of this standard through reference in this standard. For dated references, subsequent amendments (excluding corrigenda) or revisions do not apply to this standard; however, parties to agreements based on this standard are encouraged to investigate whether the latest editions of these documents can be used. For undated references, the latest edition applies to this standard.

3 Terms and definitions

For the purposes of this standard, the following terms and definitions apply.

3.1 wheeled child conveyance: a vehicle designed to carry one or more children and pushed manually.

3.2 pram body: a flat-bottomed, box-like structure with continuous sides, designed to carry one or more children mainly in the lying position.

3.3 seat unit: a structure designed to carry one or more children, which can be adjusted to a reclined or lying position.

3.4 chassis: a wheeled frame with one or more handles for pushing, designed to take one or more pram bodies or seat units.

3.5 pram: a vehicle designed to carry one or more children lying flat, consisting of a chassis and one or more pram bodies.

3.6 pushchair: a vehicle designed to carry one or more seated children, whose backrest may be adjustable, consisting of a chassis and one or more seat units.

3.7 convertible: a vehicle combining the functions of a pram and a pushchair, which can be converted between a pram body and a seat unit.

3.8 combination pushchair: a pushchair with several possible combinations, obtained by fitting a pram body, a seat unit or a car seat to the chassis, or by a particular conversion.

3.9 access zone: the zone around the seated child that the child can reach, defined for safety purposes as shown in Figure 1.

3.10 parking device: a device that holds the vehicle in a stationary position.

3.11 locking device for the folding mechanism: a device that prevents the vehicle from folding unintentionally.

3.12 restraint system: a system that restrains the child in the vehicle.

3.13 waist belt: a strap that goes round the child's waist when fastened.

3.14 crotch strap: a strap that passes between the child's legs to prevent the child from sliding forward.

3.15 shoulder strap: a strap used together with the waist belt that passes over the child's shoulders.

3.16 integral harness: usually a three-point or five-point structure; the three-point harness has a waist belt and crotch strap, the five-point harness has a waist belt, crotch strap and shoulder straps.

3.17 canopy: a component that protects the child's head from the weather (for example sun and rain) when the child is in the pram body or seat unit.

3.18 mattress: a pad for the child's comfort, which may be removable or not.

3.19 basket: a basket or similar device on the vehicle for carrying other loads.

3.20 footrest: a structure that supports the feet of the child seated in the vehicle.
