GB 43203-2023 is the English-translated version of 选煤厂安全规程.
GB 43203-2023 is the mandatory safety code for coal preparation plants, setting out the work safety requirements for their production operation, operation, maintenance and repair, and management; it applies to all coal preparation, screening and dry separation plants, including their safety management and supervisory inspection, and to the associated systems of coal-water slurry plants.
The general requirements cover safety responsibility and occupational disease prevention systems, graded risk control and hazard remediation, safety investment, the phasing out of prohibited technologies, workers' right to stop work and refuse unsafe orders, and accident reporting.
Plant area and workplace provisions set, for example, guardrail heights of at least 900 mm, 1 050 mm and 1 200 mm depending on working height, main passageways of at least 1.5 m, sump pumps sized 20% above the maximum rainy-season inflow, dust extraction interlocked with the main equipment, a maximum air temperature of 28 °C in underground coal bunkers, and rules for radioactive source gauges.
Further clauses deal with coal unloading, storage and feeding, raw coal preparation, coal separation, solid-liquid separation, transport and loading, auxiliary systems, equipment management, permit-to-work operations, electrical safety, automatic monitoring and information management, technical inspection, contracted construction work, fire protection and emergency rescue.
