Scope
GB 13318-2003 is the English-translated version of 锻造生产安全与环保通则.
GB 13318-2003 sets out the general technical requirements for safety and environmental protection in forging production.
It applies to forging production (including warm and cold forging), to the equipment, tooling and dies supplied for it, and to the development of new technologies, processes, equipment and materials, technology introduction, planning, factory design and technical renovation in the forging field.
It identifies the hazardous factors (flammable and explosive substances, high voltage, hot objects, falling and ejected objects, corrosive liquids, high-pressure fluids) and harmful factors (heat radiation, vibration, noise, dust, harmful gases, light and high-frequency electromagnetic radiation) with their sources and effects, and specifies the workshop building and working environment, including floor loads, safety distances between service pipelines and workplace temperature limits, followed by requirements on production and waste materials, production installations, forging processes, and technical and management measures, with a normative annex on permissible vibration.
Clause 9, 5.2 and 10.2 are mandatory. It replaces GB 13318-1991 and JB/T 6055-1992, merging the two into one document. Issued on 12 September 2003 and in force since 1 May 2004.
Classification: ICS 13.100, CCS C67. The document runs to 20 pages, delivered complete in English translation.

Foreword
Clause 9, 5.2 and 10.2 of this standard are mandatory provisions; the remaining provisions are recommended.
This standard replaces GB 13381-1991 (as printed in the original; the replaced standard given on the cover and at the end of this foreword is GB 13318-1991), General rules for safety in production of forging workshops, and at the same time replaces JB/T 6055-1992, Guidelines for environmental protection of forging workshops. Compared with GB 13381-1991, the main changes in this standard are as follows:
- this standard has been drafted in the format required by GB/T 1.1-2000;
- this standard reasonably merges and adjusts the two original standards; the main technical content has been harmonised with the relevant national standards;
- clauses and subclauses have been added to the main technical content on: hazardous factors and harmful factors in forging production; production materials and waste materials; forging production processes; technical measures for safety and environmental protection, and management measures for safety and environmental protection;
- the clause of the original standard on production equipment, auxiliary equipment and tooling has been adjusted and renamed production installations; part of the content of 4.5, 4.6, 4.10, 4.11 and 4.12 of the original standard has been deleted, and content on heating equipment has been added.
Annex A of this standard is a normative annex.
This standard was proposed by the State Administration of Work Safety.
This standard is under the jurisdiction of the National Technical Committee for Standardization of Forging and Pressing.
Drafting organisation of this standard: China First Design and Research Institute of Machinery Industry.
Main drafters of this standard: Chen Zaizhu, Lian Wu, Xi Liangcheng, Li Xinyun.
Previous editions of the standards replaced by this standard:
- GB 13318-1991 and JB/T 6055-1992.
Issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on 2003-09-12; implemented from 2004-05-01.
