The Regulatory Framework
China's food safety standards are developed and managed by the National Center for Food Safety Risk Assessment (CFSA) under the National Health Commission (NHC).
The framework is built on the Food Safety Law of the People's Republic of China, which establishes the legal basis for all food safety standards.
Key Food Safety Standards
GB 2760 — Uses of Food Additives
This is the master standard for food additives in China. It specifies which additives are permitted, in which food categories, and at what maximum levels. GB 2760 is updated periodically to add or remove approved substances.
GB 9685 — Food Contact Materials
Covers additives permitted in food contact materials and articles — packaging, containers, processing equipment, etc. Specifies migration limits and conditions of use. This standard is critical for packaging manufacturers and importers.
GB 4806 Series — Material-Specific Standards
The GB 4806 series covers specific material types used in food contact:
- GB 4806.1 — General safety requirements
- GB 4806.5 — Glass products
- GB 4806.6 — Plastic resins
- GB 4806.7 — Plastic materials
- GB 4806.8 — Paper and board

GB 7718 — Pre-packaged Food Labeling
Specifies labeling requirements for pre-packaged foods, including required information, format, language requirements, and date marking. All food products sold in China must comply with this standard.
GB 28050 — Nutrition Labeling
Mandates nutrition facts labeling on pre-packaged foods. Specifies which nutrients must be declared, format requirements, and calculation methods. Similar in concept to the US FDA's Nutrition Facts panel but with different requirements.
Compliance Process for Exporters

- Conduct testing at an accredited laboratory (CMA/CNAS certified)
- Prepare Chinese-language labels compliant with GB 7718 and GB 28050
