1 Scope

GB/T 44856-2024 is the Chinese service specification for verifying entitlement to draw a pension. Every pension system has to confirm periodically that its beneficiaries are alive and still qualify, and how it does so is a genuine service design problem: the traditional annual appearance at a counter is a hardship for exactly the oldest and least mobile, while remote verification by facial recognition or by data matching raises questions of accessibility, error and privacy. The standard sets the basic principles, the responsibilities of the parties, and the workflow: the data-driven silent verification that should resolve the majority of cases without contacting anyone, the self-service remote verification and its fallbacks, the assisted and home-visit verification for those who cannot use it, the handling of the results and of failed verification including the suspension and restoration of payment, and the risk prevention, the records and the service quality requirements. 3 Terms and Definitions

The terms and definitions defined in GB/T 31596.1, GB/T 31596.2, GB/T 35616 and the following terms and definitions apply to this document. This document repeats some of the terms in GB/T 31596 and gives them more precise meanings.

4 Basic Principles
