Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document supersedes GB/T 35617-2017 "Classification and Codes of Social Insurance Businesses" and is consistent with GB/T 35617-2017 "Classification and Codes of Social Insurance Businesses". Compared to the previous version, the main structural and technical changes, aside from editorial modifications, are as follows:

a) Added content related to "Terms and Definitions" (see 3.1~3.7);

b) The "Business Classification" has been changed from the original 12 categories to the current 3 major categories and 14 subcategories (see 6.1~6.3, 5.1~ in the.2017 version). 5.12);

c) Added "Registration for Work Injury Insurance for Construction Projects", "Recovery of Benefits", "Correction and Supplementation of Rights Records", and "Electronic File Management". (See 6.1.1.1.2, 6.1.3.1.6, 6.1.4.2.4, and 6.2.7.2);

d) Added content related to "occupational annuities" (see 6.1.3.1.4.4, 6.1.3.3.2, 6.1.4.1.2, and 6.2.4);

e) Modified the content related to "Determination of Contribution Base" and "Determination of Contribution Rate and Amount", and deleted "Assessment of Social Insurance Contributions", "Collection", and "Management of Arrears". For details regarding the transfer of collection responsibilities, see sections 5.2.1, 5.2.2, 5.2.3, 5.2.4, and

5.2.5 of the.2017 edition.

f) Removed sections from "Eligibility Verification for Benefits," "Benefit Review," "Expense Settlement," and "Designated Institution Management" that were previously linked to "Medical Insurance" and "Maternity Insurance." 1 Scope

GB/T 35617-2025 is the Chinese national standard covering the classification and codes of every transaction a social insurance system performs - the registrations, changes, contributions, transfers between provinces, claims and payments, each with a code that makes national statistics and cross-province transfer possible. It replaces GB/T 35617-2017, and it belongs with the data quality standard GB/T 31594-2025. It was issued on 31 December 2025 and has been in force since 1 April 2026, replacing GB/T 35617-2017.
