Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 31594-2015 "Data Quality Specification for Core Business of Social Insurance". Compared with GB/T 31594-2015, Apart from structural adjustments and editorial changes, the main technical changes are as follows:

a) The "Core Business Data Indicators for Basic Medical Insurance for Employees" and "Core Business Data Indicators for Basic Medical Insurance for Urban Residents" have been deleted. The relevant content on "Medical Insurance and Maternity Insurance," such as "Core Business Data Indicators for Maternity Insurance," can be found in sections 4.5, 4.7, and

4.8 of the.2015 edition.

b) Added relevant content on "Basic Pension Insurance Benefits for Employees of Government Agencies and Public Institutions" and "Occupational Annuity Benefits" (see...) 4.2.3, 4.2.4);

c) Added content related to "relationship transfer and continuation" (see 4.3);

Social insurance core business data serves as the foundation for agencies to provide services to insured individuals and is the core of the data-driven production factor era. Core assets and the main driving force for the digital transformation of social insurance services play a crucial supporting role in the digital transformation of social insurance services. Since the formulation of the "Core Business Data Quality Specification" (GB/T 31594-2015), it has standardized data standards, supported the application of statistical analysis results, and enhanced... Strong data collaboration and management capabilities have played a crucial role in improving the efficiency of service delivery. However, with the adjustment and restructuring of institutional responsibilities and the overall planning of various insurance types... The need for higher levels of service, more refined management of social insurance administration, continuous expansion of business scope, expansion and construction of service channels, and information technology. With the rapid development of the industry, the application of artificial intelligence and blockchain technologies, and the continuous improvement of the scope and level of information sharing, the quality of core business data is becoming increasingly important. The importance of this standard is becoming increasingly apparent, and the "Specification for the Quality of Core Business Data of Social Insurance" (GB/T 31594-2015) can no longer meet the relevant requirements, necessitating further reform. Revise and improve. This document is based on the current responsibilities of social insurance administration, and incorporates the business platform of the national unified information system for basic old-age insurance for enterprise employees. The fourth version of the social insurance core platform, the database structure, indicator set and code of the occupational injury protection information platform for new employment forms, etc. The technical standards were reviewed and compared, and the additions, deletions, improvements, and standardizations of the standards were completed. Core business data indicators were clearly defined, and the procedures were further improved. A standardized service system will be established to better leverage the technical support and safeguards provided by standards for social insurance data management. Social insurance agencies and relevant human resources and social security information departments should accurately record the information of participating units and insured individuals in accordance with the standardized requirements. The system collects and continuously improves data quality through data governance, gathering business data information from employees. This document specifies the data indicator standards and data quality requirements for pension insurance, work injury insurance, and unemployment insurance.

Note. Pension insurance includes basic pension insurance for enterprise employees, pension insurance for employees of government agencies and public institutions, and basic pension insurance for urban and rural residents. This document applies to the management of core business data quality in the social insurance field, including pension insurance, work injury insurance, and unemployment insurance.
