Scope

GB/T 35620.2-2024 is the English-translated version of 养老保险精算数据指标体系规范 第2部分:城乡居民基本养老保险.

GB/T 35620.2-2024 specifies the actuarial data indicator system for China's basic old-age insurance for urban and rural residents, the non-contributory-heavy scheme that covers the population outside employee pension insurance and which is the larger of the two by number of participants. An actuarial projection of a pension scheme is only as good as the data feeding it, and for a scheme of this size, administered province by province, the definitions have to be identical or the national projection is meaningless. The standard sets the symbols, the classification and composition of the data indicators, and then two indicator systems: the public basic data indicators, the demographic, economic and administrative series the valuation rests on, and the actuarial business data indicators, the participant counts by age and status, the contribution records, the subsidies, the benefit payments, the fund balances and the flows between them, each defined with its scope, its unit and its source. It took effect on 26 October 2024.
