Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 35616-2017 "Classification of Social Insurance Administrator Positions". Compared with GB/T 35616-2017, except for editorial changes... Aside from the modifications, the main structural and technical changes are as follows:

a) The content related to "scope" has been changed (see Chapter 1, Chapter 1 of the.2017 edition);

b) The description of "Terms and Definitions" has been changed (see Chapter 3, Chapter 3 in the.2017 edition);

c) The basic requirements for the classification of social insurance administration positions have been changed (see Chapter 4, Chapter 4 of the.2017 edition);

d) The hierarchical structure of social insurance administration positions has been removed (see Chapter 5 of the.2017 edition);

e) The social insurance administrator position category has been removed (see Chapter 6 of the.2017 edition);

f) Added social insurance administration job categories (see Chapter 5);

g) The classification structure of social insurance administration positions has been changed (see Chapters 6-8, and Chapters 7-10 in the.2017 edition);

h) New positions have been added, including general teller, business handler, security manager, publicity and training officer, business control officer, and audit officer (see Chapters 6-8);

i) Changes were made to the comprehensive service business, benefit assessment and payment, supervision and management, internal management, pension insurance handling for government agencies and public institutions, and professional services. 1 Scope

GB/T 35616-2025 is the Chinese national standard covering the jobs inside a social insurance office - registration, contribution collection, benefit determination, payment, audit and archives - classified so that separation of duties can be required where money and entitlement decisions meet. It replaces GB/T 35616-2017. It was issued on 31 December 2025 and has been in force since 1 April 2026, replacing GB/T 35616-2017. This page is published from the official record of the 2025 edition; the clause text of a standard this recent is not yet in circulation, and the figures, limits and tables it contains are those of the document itself, delivered in full with the English translation.

This document specifies the basic requirements for the classification of social insurance administration positions, the basis for the classification of social insurance administration positions, and the categories of administration services and administration. The content includes three main categories. management, risk control, and their sub-categories and requirements. This document applies to standardizing and guiding social insurance agencies at all levels in handling pension insurance, unemployment insurance, and work injury insurance (occupational injury insurance). Job classifications and setups for services such as (barrier/security) should be established. 3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 A position established by a social insurance agency to perform social insurance administration and service tasks.

4 Basic Requirements

4.1 Reasonable Classification Social insurance management positions should be reasonably categorized in accordance with the principles of corresponding rights and responsibilities, separation of government and business functions, and safety and standardization.

4.2 Scientifically Designated Positions Various operational positions should be set up in accordance with the principle of balancing checks and balances with efficiency, so as to provide unified, standardized, efficient operational management services.

4.3 Convenient and accessible The setup of social insurance administration positions should facilitate access to social insurance services for insured units, insured individuals, and other service recipients.
