Scope

GB/T 40607-2021 is the English-translated version of 调度侧风电或光伏功率预测系统技术要求.

GB/T 40607-2021 sets the technical requirements for the wind or photovoltaic power forecasting systems run on the dispatching side of the grid.

It covers the data the system needs, from collection to processing and storage, and the software, including the spatial scale of forecasts, the forecast time scales and execution cycles, the human-machine interface, statistics, data reception and configuration.

It also sets hardware and performance index requirements, with informative annexes on the static information of wind farms and photovoltaic plants, the correction of meteorological data, the calculation of error statistics and the hardware topology.

Its definitions separate long-term electricity production forecasting over the next 12 months from medium-term and short-term power forecasting. It applies to the development, construction, acceptance and operation of such systems, was issued on 11 October 2021 and has applied since 1 May 2022.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

1 Scope

This document stipulates that the dispatch side wind power or photovoltaic power forecasting system (hereinafter referred to as the "prediction system") shall be used in data, software, hardware and performance indicators. Technical requirements in terms of standards.

This document is applicable to the research and development, construction, acceptance and operation of the forecasting system.

2 Normative references

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Numerical weather prediction

According to the actual situation of the atmosphere, under certain initial and boundary value conditions, numerical calculations are carried out through large-scale computers to solve the description of weather evolution.

The fluid mechanics and thermodynamic equations of the variable process predict the state of atmospheric motion and weather phenomena in a certain period of time in the future, and give it in the form of numerical values. The forecast values of different meteorological elements are obtained.

3.2 Long-term electricity production prediction

Forecast the monthly electricity and total electricity of wind farms or photovoltaic power plants in the next 12 months.

3.3 Medium-term power forecasting

Predict the active power of wind farms or photovoltaic power plants from zero o'clock the next day to 240h in the future.

Note: The time resolution is 15min.

3.4 Short-term power forecasting

Predict the active power of wind farms or photovoltaic power plants from zero o'clock the next day to 72 hours in the future.

Note: The time resolution is 15min.
