China's national basic terminology for science and technology evaluation. It defines the general terms of the field. It is the companion to the general rules, and a vocabulary is genuinely necessary here rather than merely tidy, because the words in this field are used loosely and consequentially. Peer review, expert assessment, indicator-based evaluation, bibliometric analysis and impact assessment are distinct procedures with different validity and different costs, and they are frequently spoken of interchangeably. So are the objects being evaluated: a project, a programme, an institution, a discipline and an individual require different methods, and applying one method to another object is the commonest failure in research assessment. Fixing the terms is the precondition for saying anything defensible about which method suits which purpose, which is what the general rules then do.

1 Scope
China's national basic terminology for science and technology evaluation. It defines the general terms of the field.
