1 Scope

GB/T 42776-2023 classifies and codes science and technology evaluation. China spends an enormous amount on research through programmes that are all evaluated, and the word evaluation covers activities with almost nothing in common: assessing a proposal before funding, monitoring a project in progress, judging what a completed programme achieved, and appraising an institution or a person. Applying the method of one to another is a recurring failure, and it starts with not distinguishing them. The standard sets the classification principles, the classification method and the coding method, with a normative annex giving the classification and codes and an informative annex giving worked examples. It took effect on 6 August 2023.

This document establishes the classification principles of science and technology assessment, describes the classification methods, and stipulates the coding methods, classifications and codes. This document applies to planning, design, commissioning, organization, implementation, management, research, training, informatization and other related activities of science and technology assessment.
