1 Scope
This document specifies the knowledge, skills, qualities, experience and other abilities that science and technology assessment personnel need to possess, and establishes the ability The procedure for personnel competency evaluation describes the methods for personnel competency evaluation and stipulates the application and management of personnel competency evaluation results.
This document applies to the training, evaluation, use, and management of scientific and technological assessment personnel.

3 Terms and Definitions
The terms and definitions defined in GB/T 40148 and the following apply to this document.
3.1 science and technology evaluation
Follow certain criteria, use standardized procedures and scientific methods to carry out professional evaluation of scientific and technological activities and their related behaviors and elements.
Pricing and consulting activities.
Note 1.In a broad sense, science and technology assessment includes all kinds of evaluation, review and assessment activities related to science and technology activities carried out by assessment institutions or expert groups.
Assessment specifically refers to various evaluation activities related to scientific and technological activities carried out by assessment agencies.
Note 2.Science and technology assessment provides services to the government and all sectors of society, and helps optimize science and technology management and decision-making, rationally allocate resources, strengthen guidance and incentives, and strengthen supervision and accountability.
Provide reference and basis for improving the implementation effect of scientific and technological activities.

3.2 evaluation organization
An organization that undertakes scientific and technological assessment tasks, forms assessment results, issues assessment reports, and assumes corresponding responsibilities.
Note. Assessment institutions are mainly professional science and technology assessment institutions, but they can also be organizations that also engage in science and technology assessment business.

3.3 evaluation personnel
