GB/T 44731-2024 is the Chinese specification for evaluating science and technology achievements. It matters because in China the evaluation is not academic: it decides whether a research result can be transferred, valued, licensed or counted toward an institution's performance, and it is used in transactions where a number has to be defensible. The standard sets the evaluation principles, classification by type of achievement, systematic treatment, the combination of quantitative and qualitative judgement, independence and traceability, and then the framework itself: the objects of evaluation and their classification, the evaluation indicators covering technical maturity and advancement, the novelty and the intellectual property position, the economic and social benefit and the market prospect, the evaluation methods and the selection between them, the procedure from commission through evidence collection, expert review and calculation to the report, the requirements on the evaluation body and on the experts, and the form and content of the evaluation report.
