China's national specification for the digital electro-hydraulic control system of a steam turbine in a thermal power plant. It specifies the terms and definitions, the basic provisions and the application functions, covering the basic requirements, the human machine interface, the control functions, the limiting functions and the protections. The turbine governor is the oldest closed-loop control in industrial use and still one of the most demanding. It admits steam to a machine of several hundred megawatts turning at three thousand revolutions a minute, and it must hold speed against load changes, share load with other units on the grid, respond to the grid's frequency within a second, and above all shut the steam off completely when required. Overspeed is the failure that destroys a turbine: with the generator disconnected and steam still admitted, the rotor accelerates until it disintegrates. That is why the limiting and protective functions are specified alongside the control ones, and why they are kept independent of them.

1 Scope

This standard specifies the functions, performance indicators and technical requirements of the electro-hydraulic control system for steam turbines in thermal power plants. This standard is applicable to the steam turbine electro-hydraulic control system (DEH) of units with a single unit capacity of 300MW and above for newly built or renovated thermal power plants. The steam electro-hydraulic control system of other capacity units can be referred to.
