GB/T 36114-2018 is the English-translated version of 政务服务中心进驻事项服务指南编制规范.
GB/T 36114-2018 tells administrative service centres how to prepare and manage the service guides for the matters handled by the government departments stationed there.
It defines the administrative service centre, the stationed department, the service item and the service guide, the document that tells applicants what they need to do and provide.
The standard assigns the duties for preparing guides, sets the rules for drafting them and for managing them once issued, and in a normative annex lists the elements a guide must contain and how each is written, with an example of a prepared guide in an informative annex.
It builds on the national standards for online services, entry requirements and standardization work in government service centres. It applies to service centres at every level. It was issued on 15 March 2018 and has applied since 1 July 2018.

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
1 Scope
This standard stipulates the preparation of governmental service centers (hereafter referred to as "the Center" management.
This standard is applicable to the preparation and management of service guides at all levels.

3 Terms and definitions
It is defined in GB/T 32168-2015, GB/T 32169.2-2015, GB/T 32170.1-2015 and GB/T 32170.2-2015 The following terms and definitions apply to this document.
3.1 Administrative Service Center
Local people's governments at all levels shall centralize and handle administrative licenses, administrative payments, administrative confirmations, and administrative enquiries within the scope of their authority. 3.2 Stationed government department
Into the government service center, providing administrative licenses, administrative payments, administrative confirmations, administrative collections for natural persons, legal persons and other organizations.
