GB/T 32168-2015 is the English-translated version of 政务服务中心网上服务规范.

GB/T 32168-2015 specifies the basic principles, the service provision, the service guarantee and the evaluation and improvement of the online services of an administrative service centre.

Clause 1 states that it applies to the construction and the management of the online services of government service centres at all levels.

Clause 3 defines five terms: the administrative service centre, taken from GB/T 32170.1, as the body a local government sets up to handle in one place the administrative licensing, administrative payments, administrative confirmation, administrative levies and other comprehensive service items within the remit of that level of government; the stationed department, which enters the centre to provide administrative licences and other government public services to natural persons, legal persons and other organizations; the entity hall, the physical site where those comprehensive services are offered; the online hall, the digital virtual space offering them over a network platform; and the scene-mode service, a concise navigation with an animated simulation of the physical hall that creates a virtual working environment for the user.

The clause on the basic principles sets out openness, security, ease of use, timeliness, compatibility and comprehensiveness.

The clause on service provision carries a general subclause and then the information disclosure service, the online check service and the opinion interactive service, and the clause on service guarantee covers information and system security, the management of data records, reminders and warnings, interaction over more than one channel, CA digital certificates, electronic licences, the episodic service and the service for special populations.

The last clause covers evaluation and improvement, with the evaluation mode, the evaluation content, the evaluation results and continuous improvement. Clause 2 cites GB/T 21061 on the technical and operational management practices of the national e-government network.

The foreword records that the standard is centralized by the National Standardization Technical Committee Service (SAC/TC264), and the draft published on the page breaks off at the end of clause 3. It was issued on 12 October 2015 and has applied since 1 May 2016.
