The following terms and definitions apply to this document.

3.1 Traffic conditions

Road or road network traffic flow and congestion status.

3.2 Link

A directional road section, defined by two endpoints, contains an intersection or an entrances and exits.

3.3 Traffic flow

The number of vehicles passing through a section of a road in a unit of time.

3.4 Travel time

The time between the two endpoints of a motor vehicle through a certain section.

3.5 Travel speed

The average speed between the two endpoints of a motor vehicle.

3.6 Free flow speed

In the low traffic volume, low density case of motor vehicles through the road section of the average travel speed.

3.7 Free flow time free-flowtraveltime

The time at which the free flow velocity passes through the road section.
