01 State Administration for Market Regulation The State Administration for Standardization issued a statement.
1.Scope This document establishes an indicator system for monitoring the operation of the road freight market, and specifies the connotation of the indicators, calculation methods, and data collection requirements. This document is applicable to the monitoring and analysis of the road freight market.
4 Indicator System
4.1 Selection Principles The following principles should be followed when selecting indicators for monitoring the operation of the road freight market (hereinafter referred to as "indicators").
a) Leading role. The selected indicators can reflect the operation and development trend of the road freight market;
b) Timeliness. The selected indicators should reflect industry changes in a timely manner and be regularly assessed and dynamically updated based on the development of the road freight market. Adjust the indicators;
c) Availability. Relying on industry statistics, stable industry freight platforms or systems, the selected indicators can be collected on time and have continuous stability. Qualitative data;
d) Quantifiability. The selected indicators have quantifiable calculation methods.
4.2 Indicator Composition The specific indicators for monitoring the operation of the road freight market include 6 primary indicators and 21 secondary indicators, as shown in Table 1.
5.1.1 Number of road freight transport operators

5.1.5 Cargo Turnover
5.1.5.1 Meaning of the Indicator During the statistical period, the sum of the products of the weight of each batch of goods transported on roads using vehicles such as automobiles and the corresponding transport distance.
5.2.1 Vehicle attendance ratio
5.2.1.1 Meaning of the Indicator The ratio of the number of commercial freight vehicles engaged in freight transportation operations to the total number of commercial freight vehicles during the statistical period.
5.2.1.2 Calculation Method The calculation should be performed according to formulas (3) and (4).
5.2.2 Total rated load capacity of vehicles on duty
5.2.2.1 Meaning of the Indicator At the end of the statistical period, the total approved load capacity of all vehicles on duty is calculated, with the approved load capacity as indicated on the vehicle registration certificate.
5.2.3 Average daily mileage
5.2.3.1 Indicator Definition The average daily mileage of vehicles on duty during the statistical period.
5.2.4 Average daily driving time
5.2.4.1 Indicator Meaning The average daily driving time of vehicles on duty during the statistical period.
5.3.1 Price for full truckload transportation of general cargo
5.3.1.1 Indicator Meaning The average freight rate for full truckload transportation of general cargo on each selected route during the statistical period.
5.3.1.2 Calculation Method The average price of full truckload transportation of general cargo on a certain route -

5.4.1 Number of major and above-level road freight traffic safety liability accidents
5.4.1.1 Meaning of the Indicator During the statistical period, road transport enterprises and individual transport operators engaged in road freight transport activities experienced major or higher-level incidents. The total number of traffic accidents for which the driver bears minor or greater responsibility. The unit is "accident".
5.4.1.2 Calculation Method The number of major and above-level road freight traffic safety liability accidents is based on data such as road transport industry traffic accident statistics reports.
5.4.2 Number of deaths in major or higher-level road freight traffic safety accidents
5.4.2.1 Meaning of the Indicator During the statistical period, road transport enterprises and individual transport operators engaged in road freight transport activities experienced major or higher-level incidents. 5.4.3.1 Indicator Meaning The number of speeding warnings per vehicle per 100 kilometers during the statistical period.

5.5.1 Number of Road Freight Transport Drivers
5.5.1.1 Meaning of the Indicator The number of commercial road freight transport drivers who have obtained the corresponding professional qualification certificates and whose certificates are valid at the end of the statistical period. (Unit. person)

5.6.1 Number of New Energy Freight Vehicles
5.6.1.1 Indicator Definition During the statistical period, the total number of trucks using new power systems, driven entirely or primarily by new energy sources, including plug-in hybrid electric vehicles, was recorded. 6.Data Acquisition Data should be reliable in origin and complete and accurate in content. Indicator data should preferably be collected through online and offline methods, including but not limited to the following. aspect. --Statistical data of the transportation industry; --Data from the National Road Transport Administration Information System; --Data from the National Public Supervision and Service Platform for Road Freight Vehicles; --Data from the National Highway Network Traffic Conditions Survey Data Collection and Service System; --Data from the overload and oversize enforcement detection system; --Data from the online freight information exchange system; --Data from the electronic toll collection system; --Statistical data from industry associations, etc. The main sources of data for each indicator are listed in Appendix A.
