1.Scope This document specifies the organizational structure and personnel, vehicle selection, vehicle use, and vehicle maintenance procedures for road transport enterprises in carrying out vehicle technical performance maintenance. Requirements for maintenance and repair, vehicle inspection and evaluation, vehicle disposal, vehicle technical records, assessment and improvement. This document applies to road passenger transport vehicles, road general freight transport vehicles, and road dangerous goods transport vehicles that have been issued vehicle operation permits. 4.1 Organizational Structure and Staffing
4.1.1 Road hazardous goods transport enterprises and road passenger transport enterprises with 20 or more vehicles, and enterprises with 50 or more vehicles. 4.1.2 Road hazardous goods transport enterprises and road passenger transport enterprises with fewer than 20 vehicles, and road passenger transport enterprises with fewer than 50 vehicles. General freight transport companies should assign professional vehicle technical management personnel to carry out vehicle technical management work and provide necessary facilities and equipment. 4.1.5 Enterprises should formulate job responsibilities for vehicle technical management organizations and personnel, and clarify the work content and requirements.
4.2 Personnel Training
4.2.1 Enterprises should establish and implement a vehicle technical management training system, which should at least specify the following.
a) Implementing entities and their responsibilities;
b) Training participants;
c) Training content;
d) Required class hours;
e) Training plan;
f) Training and assessment.
4.2.2 Enterprises should develop and implement an annual training plan, which should at least specify the following information.
a) Training time;
b) Training content;
c) Responsible department or person;
d) Confirmation of the compilation time, the compilers, and the technical supervisor.
4.2.3 Vehicle technical management training content should include relevant laws, regulations, rules, standards, and operating procedures (emergency procedures) for road transport. Work requirements), typical traffic accident cases, as well as new vehicle technologies, vehicle use, maintenance, safety inspections (including hazard identification), and safe and energy-efficient driving. 4.2.4 Enterprises shall organize and implement personnel training in accordance with the training plan and keep training records.
5.1 Vehicle Selection
5.1.1 Enterprises should select vehicles based on their intended use, transport capacity, transport distance, road conditions, climate, operating area, and power type. The technical demonstration and research should include at least the following.
a) Vehicle type;
c) Vehicle technical grade;
d) Passenger vehicle type classification;
e) Vehicle parameters and main performance characteristics, including power, economy, safety, emissions, passability, load capacity, and load capacity utilization. For electric vehicles, factors such as coefficients (for trucks) and total energy of the power battery pack are also considered.

5.1.2 The vehicle type, parameter configuration, and main performance shall meet the requirements for motor vehicle registration and road transport vehicle standard models.
5.1.3 For enterprises engaged in road transport of dangerous goods, international road transport, and Class I and II passenger transport routes and chartered passenger transport, vehicle technology, etc. The vehicle should be classified as Class I, and all other vehicles (excluding trailers) should be classified as Class II or above.
5.1.4 For enterprises engaged in Class I and Class II passenger transport routes, chartered passenger transport, and international road passenger transport, the type and grade of the passenger vehicle shall comply with JT/T 325. For intermediate and above requirements, other passenger vehicles should meet the requirements of JT/T 325 ordinary class and above.
5.1.5 Enterprises should prioritize purchasing new energy vehicles, clean energy vehicles, and vehicles equipped with intelligent systems such as safety monitoring, early warning, and risk prevention and control. The vehicle equipped with the device.
5.2 Vehicle Delivery
5.2.1 Enterprises shall inspect vehicles in accordance with the purchase contract, verify vehicle parameter configuration, and inventory vehicle tools, emergency parking safety accessories, and vehicle documents. Documents.

6.1 Operational Requirements
6.1.1 Enterprises shall ensure that the technical condition of vehicles meets the requirements of GB 7258, the technical grade meets the requirements of 5.1.3, and the passenger vehicle type grade meets the requirements of GB 7258. It meets the requirements of 5.1.4.
6.1.2 Enterprises should require drivers to operate in a standardized manner and drive safely. During driving, the following and other situations affecting the safe operation of the vehicle should be addressed. When necessary, choose a safe area to park and inspect.

f) Abnormal lighting.
6.1.3 Enterprises shall establish and implement a vehicle technical condition inspection system, regularly inspect and eliminate safety hazards, and the system shall include at least the following.
a) Implementing entities and their responsibilities;
b) Inspection cycle;
c) Inspection content and requirements;
d) Handling of problems and potential hazards;
e) Recording requirements for management ledgers;
6.2 Energy Management
6.2.1 Enterprises should establish and implement a vehicle energy consumption statistics and assessment system, which should at least specify the following.
a) Implementing entities and their responsibilities;
b) Energy consumption quotas;
c) Data collection and statistical analysis;
d) Reward and punishment measures;
e) Recording requirements for management ledgers.
6.2.2 Enterprises should formulate vehicle energy consumption quotas based on vehicle type, usage conditions, passenger (freight) capacity, and power type. For fuel-powered vehicles, quotas are recommended. Compiled with reference to GB/T 4352 and GB/T 4353.
6.2.3 Enterprises should regularly collect data such as vehicle mileage, energy consumption, and passenger (freight) capacity, and statistically analyze energy savings (fuel savings). (Gas/Gas/Electricity Saving).
6.2.4 Enterprises should establish a vehicle energy consumption management ledger, which should include at least the following.

7.1 Vehicle Maintenance
7.1.1 Enterprises should conduct vehicle maintenance regularly. Routine maintenance should be performed by drivers, while Level 1 and Level 2 maintenance should be performed by professional personnel.
7.1.2 Enterprises with Level 2 maintenance capabilities may perform Level 1 and Level 2 maintenance on their own vehicles; enterprises without Level 1 and Level 2 maintenance capabilities may perform Level 2 maintenance on their own vehicles. For vehicles with the capability to perform maintenance, maintenance work should be entrusted to a Class II or higher automobile repair enterprise. Enterprises that perform first- and second-level maintenance on their own vehicles should have the necessary facilities, equipment, and personnel for maintenance operations and final inspections.
7.1.3 Enterprises shall establish and implement a vehicle maintenance system, which shall at least specify the following.
a) Implementing entities and their responsibilities;
b) Maintenance categories, including routine maintenance, level one maintenance, and level two maintenance;
c) Maintenance cycle;
d) Maintenance plan;
e) Maintenance work items;
f) Maintain records;
g) Maintenance plan execution rate statistics;
h) Handling of special circumstances, including overdue maintenance, failure to maintain as required, and substandard maintenance quality upon completion.
7.1.4 Enterprises shall comply with the requirements of GB/T 18344, GB/T 44510, JT/T 1009, GB/T 27876, etc., and the vehicle manufacturers' maintenance... Based on the maintenance manual and user manual, and taking into account factors such as vehicle category, operating condition, mileage, road conditions, and service life, determine the vehicle's first or second level. Maintenance cycles (expressed as driving time intervals or mileage intervals) are established, and vehicle maintenance plans are developed and implemented based on these cycles. 7.2 Vehicle Repair
7.2.1 Enterprises shall repair vehicles in accordance with the principles of repairing as needed and ensuring safety, and keep good vehicle repair records.
7.2.2 Enterprises should evaluate the quality of repair services provided by the entrusted auto repair enterprises.
7.2.3 Enterprises should strengthen the statistical analysis of vehicle malfunctions to optimize vehicle selection, technical condition inspection, vehicle maintenance, and personnel training. Work.
8 Vehicle Inspection and Evaluation
8.1 Enterprises shall formulate and issue vehicle inspection and evaluation plans based on the vehicle inspection and evaluation cycle and frequency. The plans shall include at least the following information.
a) Vehicle license plate;
b) Original technical grade of the vehicle;
c) Original type and grade of passenger vehicle;
d) Planned testing and evaluation time;
e) The responsible department or person;
f) Confirmation of the compilation time, the compilers, and the technical supervisor.
8.2 Enterprises shall organize vehicles for safety technical inspections and technical grade assessments on time.
5.1.3 Vehicles with a specified technical grade of Level II... The technical performance shall meet the requirements of GB 38900 and pass the inspection. For vehicles with a technical grade of Level 1 as specified in 5.1.3, the technical performance shall meet the requirements... 8.3 Enterprises should regularly compile statistics and inspect the implementation of vehicle inspection and evaluation plans, and address any overdue annual inspections, overdue technical inspections, etc. Vehicles that fail the vehicle rating assessment, testing, or inspection, or whose technical grade or passenger vehicle type grade review does not meet the requirements, should be rectified in a timely manner.
9.1 Suspension and Storage
9.1.1 For vehicles that are not in use for a long period of time or are sealed off, a ledger should be established and a designated person should be responsible for their safekeeping, and the technical protection of the vehicles should be properly implemented.
9.1.2 For electric vehicles that are not in use for more than 5 days, the low-voltage power supply should be disconnected; for those not in use for more than 15 days, the state of charge (SOC) should preferably be maintained at 40%. The vehicle should be charged and discharged once every 30 days, and should be fully charged once before being put into use.
9.1.3 For vehicles that have been idled or stored for more than 30 days, a technical condition inspection should be conducted according to Table 1 before they are put into transport production. For items that have been sealed for more than 120 days, a second-level maintenance should be performed before they are put into transportation and production.
9.2 Changes, Updates and Obsolescence
9.2.1 When transferring ownership or registration of a vehicle, all painted patterns, characters, and markings related to the company must be removed as required, and these must be carried with the vehicle. Complete handover of vehicle technical files.
9.2.2 Old vehicles with high energy consumption, high emissions, and poor safety technology should be updated or phased out in a timely manner.
9.2.3 Vehicles that meet the national mandatory scrapping standards shall be scrapped in a timely manner in accordance with regulations, and the vehicle operation permit shall be cancelled and scrapping procedures shall be completed.
10 Vehicle Technical Files
10.1 Enterprises shall establish vehicle technical files for each new vehicle within 5 working days after completing the operating permits, implementing a one-vehicle-one-file system, and promptly... 10.2 The vehicle technical file shall include, but is not limited to, the following.
a) Basic vehicle information, including copies of the vehicle registration certificate, vehicle license, vehicle operating permit, and vehicle photos;
b) Motor vehicle inspection and testing report, including vehicle technical grade;
c) Verification records of compliant road transport vehicles;
d) Passenger vehicle type and grade inspection record;
e) Vehicle maintenance and repair records, including the certificate of completion and factory release for motor vehicle repairs;
f) Replacement records of major vehicle components;
g) Vehicle alteration records;
h) Mileage record;
i) Traffic accident records that caused damage to the vehicle;

11 Assessment and Improvement
11.1 Enterprises should establish and implement a vehicle technical management assessment system, conducting at least one assessment annually. 11.2 Enterprises should formulate annual technical quality objectives for vehicle technical management at the beginning of each year, which should include at least.
