Scope
GB/T 30319-2013 is the English-translated version of 基础地理信息数据库基本规定.
GB/T 30319-2013 fixes the basic provisions for a fundamental geographic information database.
Clause 1 states that it specifies the definition, composition, classification and requirements of the basic geographic information database, and that it applies to the construction, management and maintenance of the national, provincial and city or county basic geographic information databases and may also be used as a reference for other geographic information databases.
The introduction says the standard was developed to clarify that definition, composition and classification, to promote the coordination of basic geographic information data at all levels, and to secure the connection between the basic geographic information databases of the different levels and of adjacent areas.
Clause 2 cites GB/T 13989 and GB/T 19710, and clause 3 defines two terms: basic geographic information data, quoted from GB 21139-2007 definition 3.1 as the geographic information data that serves as a unified framework for spatial orientation and spatial analysis and that describes the measurement control point system, water, residential facilities, transportation, pipelines, state and administrative regions, topography, vegetation and soil, cadastral and place name elements; and the basic geographic information database itself, that data together with the software and support environment that let it be input, edited, browsed, queried, counted, analysed, expressed, output, updated, managed and maintained.
Clause 4, which the body heads Composition and classification and the table of contents heads Composition and grade, states in 4.1 that the database is made up of three parts, the basic geographic information data, the management system and the support environment, that it holds a current situation library and a history library, that the data is its core and is divided by type into five sub-libraries for geodetic data, DLG data, digital elevation model data, digital raster map data and digital orthophoto data, which are further refined by scale and resolution and may be split into layers by element, that metadata is to be built in grades according to the corresponding national standards, and that the management system and the support environment are the software, hardware and network conditions for storing, managing, operating and maintaining the data, with Figure 1 showing the whole composition.
The table of contents then lists clause 5 Basic Geographic Information Data, clause 6 Management System, clause 7 Support Environment and a list of references, but the draft breaks off inside clause 4, so none of their content is shown.
It was proposed by the National Mapping Geographic Information Bureau and is kept by the National Standardization Technical Committee on Geographical Information (SAC/TC230), under ICS 07.040 and Chinese classification A75, with about 12,189 words estimated.
It was issued on 31 December 2013 and has applied since 1 June 2014; the page does not say which edition it replaces.
