This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents" Drafting:
This document is Part 1 of GB/T 19710 "Geographical Information Metadata": GB/T 19710 has published the following parts:
---Part 1: Basics;
---Part 2: Imagery and Grid Data Extensions:
This document replaces GB/T 19710-2005 "Geographical Information Metadata": Compared with GB/T 19710-2005, except for structural adjustments and in addition to editorial changes, the main technical changes are as follows:
---Added "service metadata information" (see 6.5:14, Table B:14, E:5:8);
---Added metadata describing discovery services and non-service resources (see F:2, F:3);
---Deleted the concept of "core metadata" (see 6.5 of the:2005 version);
---Deleted the relevant content of "data quality information" (see A:2:4 and B:2:4 of the:2005 version);
---Deleted the "abbreviation" of the metadata element and the "field code" of the code (see Appendix B of the:2005 version):
This document is modified to adopt ISO 19115-1:2014 "Geographical Information Metadata Part 1: Basics":
Compared with ISO 19115-1:2014, this document has made the following structural adjustments:
---Chapter 2 ~ Chapter 4 correspond to Chapter 3 ~ Chapter 5 of ISO 19115-1:2014;

Introduction
In recent years, advances in computer software and hardware in data management and analysis, especially the integration with geographically referenced observation activities, have enabled Our digital information solutions are widely used around the world: Increasingly, students outside the fields of geographic information science and information technology Branch, is producing, enhancing and updating digital geographic information: Given the increasing number, complexity, and diversity of geographic information resources, providing understanding Approaches to various aspects of these resources are becoming increasingly important:
A digital geographical data set is a simulation and description of the real world, used for computer analysis and graphic display of information: The model is a it is an abstract concept that requires approximation, simplification and omission of certain aspects, and is always only one of many possible "perspectives": To ensure that the data is not Misuse, settings and limitations affecting data production must be fully explained: Usually, most users of data are not data producers: Elements Data enables data producers to fully describe the resource so that users can understand its settings and limitations and evaluate the resource's suitability for their application needs:
sex: Providing appropriate documentation enables users unfamiliar with the data to better understand and use the data correctly: High-quality documentation will also Provide data producers with useful knowledge of the products they hold and enable them to better manage the production, storage, update and reuse of data:
GB/T 19710 aims to provide producers with resources such as description of data sets, data set series, services, documents, activities, software, human resources or institutions:
information so that users can understand the settings and limitations and evaluate the suitability of the resource for its intended use: It is planned to consist of three parts:
---Part 1: Basics: Define the schema required to describe geographic information and services through metadata:
---Part 2: Imagery and Grid Data Extensions: Extend the acquisition and processing of geographic information (including imagery) by defining what is needed to describe Scheme, Extension Part 1:
---Part 3: XML schema implementation of basic concepts: Set of definitions Part 1, Part 2 and ISO/T S19139 concepts into XML implementation, providing technical specifications for metadata XML schema implementation:
This document is intended for use by information systems analysts, programmers, information systems developers, and others to clarify Standardize the basic principles and requirements for describing information resources: When the resource provider executes this file, it will:
---Enable information resource providers to effectively and completely describe the characteristics of their resources;
---Contributes to the organization and management of information resource metadata;
---Enable users to accurately understand the basic characteristics of information resources, so that they can effectively utilize information resources;
---Contributes to the discovery, access, retrieval and reuse of resources;
---Enable users to determine whether information resources are useful to them:
This document is a revision of GB/T 19710-2005, completely independent from the previous version, with a new name and date: with previous version Compared to this one, its UML packages, classes and elements have different identifiers: The UML of GB/T 19710-2005 is still retained in ISO/TC211 Past instances of metadata can continue to reference/use previous versions:
The purpose of metadata is to describe resources: Save this description information in the data and make it difficult to change: It can be used to both interpret data and Used to perform searches for discovery data: A large amount of old data complies with the requirements of GB/T 19710-2005, while new data (still in production) Comply with national or regional special standards of GB/T 19710-2005: The data will remain as currently defined: In new product regulations New data produced under the scope will be based on this document: As this document is released, a hybrid data environment will exist: According to this article the data discovery support system and data interpretation support system developed by the software must be able to identify and interpret the data formed in accordance with GB/T 19710-2005:
Metadata to discover and interpret all data in hybrid environments: Use separate identifiers for revised elements and revision metadata standards Helps to do this:
In order to ensure backward compatibility and facilitate metadata instance conversion, this document is revised:
---No new required elements have been added;
---If you need to change the definition of a metadata element, delete the element and replace it with a new metadata element; the name of the metadata element not reused for other concepts;
---Expanded the definition of some metadata elements;
---Metadata elements can be reused when the data type of the metadata element changes but the name and definition remain the same;
---The order of retained attributes is the same as that in the superseded standard;
---Keep UML refactoring to a minimum:
Geographic Information Metadata Part 1: Basics
1 Scope
This document specifies the schema required to use metadata to describe geographic information and its services, and provides information on digital geographic data and services:
Information related to identification, coverage, quality, spatial and temporal patterns, content, spatial references, representation, distribution and other characteristics:
This document defines:
---Required and conditionally required metadata subsets, metadata entities and metadata elements;
---For most metadata applications (data discovery, determining data suitability, data access, data transfer, and digital data and services service application) the minimum set of metadata required to provide the service;
---Optional metadata elements to provide a more fully standardized description of the resource when needed;
---Methods to extend metadata to meet special needs:
This document applies to:
---Cataloging of various resources, data exchange and comprehensive description of data sets and services;
---Geo services, geographic datasets, dataset series, and individual geographic features and feature properties:
Although this document applies to digital forms of data and services, its principles can be extended to many other types of resources, such as maps, charts, documents, etc:
This document as well as non-geographic data: Some conditionally required metadata elements may not apply to these other forms of data:
