Scope

GB/T 21740-2025 is the English-translated version of 基础地理信息城市数据库建设规范.

GB/T 21740-2025 is the Chinese national standard covering the city-scale database that holds a municipality's base mapping — the data content from control points, line graphs, orthophotos and elevation models to three-dimensional models, geographic entities and street view, the spatial and time reference, the conceptual, logical and physical design, the checks before and after loading, the acceptance testing, and the maintenance and update without which a base map stops matching the city. The 2025 edition adds surface models, geographic entity data, grid data and street view to what the database has to carry. It replaces GB/T 21740-2008, under the Ministry of Natural Resources. In force from 1 September 2025. Issued on 30 May 2025, it has been in force since 1 September 2025, replacing GB/T 21740-2008.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document replaces GB/T 21740-2008 "Specifications for the Construction of Basic Geographic Information Urban Database" and is consistent with GB/T 21740-2008.

In addition to structural adjustments and editorial changes, the main technical changes are as follows.

a) "Scalability" was added to "Construction Principles" (see Chapter 4);

b) Changed the relevant provisions of "Data Content". "Digital Surface Model Data" and "Place Name and Address Data" were added to "Basic Data" "3D geographic information model data", "geographic entity data", etc.; "grid data" and "street view data" have been added to "extended data" etc., changed the content provisions of "metadata" and "other data", deleted the "element data dictionary" (see 5.1, 4.4, 2008 edition Chapter 5);

c) In “Data Quality Requirements”, the following sections are deleted. “Database Data Quality Fidelity Requirements”, “Database Data Quality Fidelity Measures”, and “Data Quality "Quality control of image and grid data", "quality of representation" and "quality of attachments" were added.

d) The database construction process has been changed (see Chapter 6, 4.9 of the 2008 edition);

e) The content of "Data Organization" in "Logical Design" is made into a separate normative appendix A, and the content of "Organization of Digital Grid Map Data" is deleted.

f) Added "Timing Management" to "Logic Design" (see 7.5.3, 6.5 of the 2008 edition);

g) Changed the requirements of "Physical Design", "Safety and Confidentiality Design", "Design Document Requirements" and so on (see 7.6, 7.7, 7.8, 2008 Edition) 6.6, 6.7, 6.8);

h) Changed the content related to "data pre-entry inspection" and added the relevant provisions of "database body creation" (see 8.2, 8.5, 2008 Chapter 7 of the 2001 edition);

i) “Development and Integration” adds the requirement of “management system development and integration” and changes the relevant contents such as “software and hardware integration” (see Section 9 Chapter 8 of the 2008 edition);

j) Modified the relevant contents and requirements of "Database Testing" and "Database Acceptance" in "Testing and Acceptance" (see Chapter 10, 2008 Chapter 9 of the 2002 edition);

k) Changed the requirements related to “Operation and Maintenance” (see Chapter 11, Chapter 10 of the 2008 edition);

l) “Technology and Quality Management” has been deleted (see Chapter 11 of the 2008 edition).

3 Terms and definitions

A geographical object in the real world that occupies a certain spatial position and range and has the same attributes or complete functions independently.

Information that consistently describes the attributes of geographic entities (3.1) and the relationships between them.
