1 Scope
This document specifies the requirements for code rule, technical requirements, test methods, inspection rules, delivery, transport and storage of tri-wheel vehicles.
This document is applicable to tri-wheel vehicles.

3 Terms and definitions
No terms and definitions are listed in this document.
4 Code rule
The code composition and rule of tri-wheel vehicles shall meet the provisions of JB/T 10197.
5.1 General requirements
Tri-wheel vehicles shall be manufactured in accordance with product drawings and technical documents approved through the approved procedure, and their parts and accessories shall be inspected and qualified before assembly.
Parts and components connected by fasteners shall be reliably connected in accordance with the requirements and with no looseness; the tightening torque of fasteners in important positions shall comply with the product drawings or the operation manual.
The appearance shall be clean and reasonably arranged, with no missing or damaged parts. The vehicle body shall be straight, and the height difference between symmetric positions on the left and right sides of the exterior shall not exceed 40 mm.
The appearance quality of painted surfaces, castings and forgings, welded parts and metal coatings shall comply with JB/T 11223.
The minimum clearance from ground shall be not less than 160 mm.
There shall be no leakage of oil, water or air, and no muddy water shall seep into the body; fully enclosed cabs shall not leak water.
The sound level of electric horns shall comply with GB 18320 and their performance with GB/T 19129; the installation and performance of rearview mirrors shall comply with GB/T 19134.
The external dimensions, axle load and mass shall comply with GB 1589. On electric tri-wheel vehicles the mass distribution shall be balanced, and the ratio of the total mass of the power battery, including the battery box and its accessories, to the curb mass of the vehicle shall not be more than 30 %.
5.2 Safety requirements and measures
The safety requirements and measures for tri-wheel vehicles shall comply with GB 18320, and those for the dump system with GB/T 24939.
Reflective markings: the vehicle shall carry body reflective markings on the rear and the sides. The rear markings shall reflect the height and the width of the rear of the vehicle; the side markings shall be not less than 1.2 m long, or equal to the length of the cargo box where that box is shorter than 1.2 m.
Electric tri-wheel vehicles: the motor shall withstand a short-term overload of 2.5 times the rated current for 1 min at rated voltage and full operation, and shall run normally after restarting. Protection of persons against electric shock shall comply with GB 18384.
Under normal installation conditions the surface of the power battery shall show no electrolyte leakage or spillage; ventilation shall be provided around it to prevent explosion, fire or toxic substances, and in an accident or other failure the release of harmful substances to persons shall be minimised. An overcurrent cutting-off device shall cut the circuit connected to the battery pack terminals under overcurrent conditions.
Where the driver leaves the vehicle while the drive system is still in the drivable state, a distinct audible or visible signal device shall alert the driver; where the vehicle is stationary and the motor still rotating, the vehicle shall not be able to move once the power is cut off.
A main switch shall cut at least one electrode of the on-board power source, controlled on and off by a manual device within the driver's reach; after each cut-off the drive system supply shall be restored only by the normal power-on procedure.
While connected to a charging source the vehicle shall not be moved by its own drive system; the charging connection components shall be able to interrupt the current without damage, and live components of the charging connection system shall be protected against direct contact under all operating conditions.
A failure protection device shall prevent unintended acceleration, deceleration and reversing caused by drive system failures; unintended disconnection of electrical connectors shall not create a hazard; overvoltage in auxiliary circuits electrically connected to the power system shall be prevented; and on overcurrent, circuit protectors, cutting-off devices or fuses shall cut at least one electrode of the on-board power source.
Heat generated by electrical and electronic components shall not cause combustion, material degradation or scalding; the power battery box shall have uniform heat dissipation and ventilation, and an overheat protection device shall be fitted in the circuit.
5.3 Usage information
The usage information for tri-wheel vehicles is specified in GB 18320. On electric tri-wheel vehicles the chemical type, the nominal voltage and the rated capacity of the battery shall be clearly marked in a visible position.
Product nameplates shall comply with GB/T 23922.
Safety signs are specified in GB 18320. On electric tri-wheel vehicles whose maximum working voltage exceeds 25 V AC or 60 V DC, the battery pack shall carry a clearly visible high-voltage warning or electric shock hazard mark.
5.4 Main performance requirements
The rated power of the engine shall be the one-hour power; after the specified running-in it shall comply with the operation manual within a tolerance of plus or minus 5 %.
The minimum stable speed in the highest gear shall not exceed 40 % of the maximum design speed.
Gradeability shall be not less than 20 % for diesel-engined vehicles and not less than 18 % for electric ones.
At full load the acceleration distance from 15 km/h to 30 km/h shall not exceed 120 m for diesel-engined vehicles and 140 m for electric ones.
At full load the straight-line coasting distance from an initial speed of 30 km/h, in neutral, on a flat dry concrete or asphalt road shall exceed 165 m.
The fuel consumption limit is specified in GB 21377; the energy consumption rate of electric tri-wheel vehicles shall be less than 15 kWh/100 km.
The vehicle shall start successfully at least twice out of three attempts at an ambient temperature of not less than 5 degrees Celsius, each hand start taking less than 15 s and each electric start less than 30 s.
The minimum turning circle diameter shall not exceed 12 m, and the braking performance is specified in GB 18320.
The dump truck body shall rise, lower and stop smoothly at any position, with a maximum tilt angle of not less than 45 degrees; with the engine at rated speed the empty body shall reach the maximum tilt angle in not more than 20 s. Under a 10 % overload, after rising to 20 degrees and standing for 5 min, the self-lowering of the body shall not exceed 1.5 degrees, and the body shall return accurately to its original position.
Electric tri-wheel vehicles shall charge in not more than 6 h at a charging station and not more than 10 h with an on-board charger.
At full load, an electric tri-wheel vehicle shall have a continuous driving range of more than 90 km at a constant 35 km/h plus or minus 2 km/h; where the maximum speed is below 50 km/h the test speed is 80 % of the maximum speed plus or minus 2 km/h.
Low-temperature starting: after standing for 8 h at an ambient temperature of -20 degrees Celsius plus or minus 2, the vehicle shall start and run smoothly under normal operation.
The radio disturbance characteristics of electric tri-wheel vehicles are specified in GB 14023. For vehicles with other special functions, the performance of their special devices shall comply with the requirements of use.
5.5 Environmental requirements
The external noise during acceleration is specified in GB 19757, and the noise at the driver's work position in GB 18321.
The limits for free acceleration exhaust smoke and for exhaust pollutant emissions are specified in GB 18320.
5.6 Reliability
The mean time between failures (MTBF) shall be not less than 2 000 km for tri-wheel vehicles and not less than 1 500 km for electric tri-wheel vehicles.
The comprehensive evaluation quality Q for failure-free performance shall be not less than 65.
After the reliability tests, the braking performance and the environmental pollution values shall comply with the national quality indicators for in-use vehicles.
6 Test methods
Tests for dimensions and mass parameters, starting, power, coasting, handling and braking performance, environmental pollution, dump body performance, noise and cab sealing shall follow GB/T 23931.
Headlamp inspection follows GB/T 19124, and the photometric performance of external lighting and signalling devices GB/T 19123, GB/T 19125 and GB/T 19135.
Leakage of oil and air is inspected after the vehicle has run continuously for not less than 10 km, no obvious leakage being allowed after 5 min parked; for water, no obvious seepage shall be observed at the water tank, water pump, cylinder block, cylinder head, heating device and all connections during operation and after switching off the engine.
Appearance quality follows JB/T 11223 and paint adhesion JB/T 9832.2; safety item inspections are specified in GB 18320 and reliability tests follow JB/T 11224.
Fuel consumption of diesel-engined vehicles is specified in GB 21377; the energy consumption rate and driving range of electric vehicles follow GB/T 18386. Performance tests of special devices follow standards such as JB/T 11475 and JB/T 13160.
A short-term overload test is carried out on the motor of electric vehicles at rated voltage and full operation, at 2.5 times the rated current for 1 min, with no abnormal operation after restarting. Tests for on-board energy storage devices, functional safety, protection and protection of persons against electric shock are specified in GB 18384.
Motors and controllers follow QC/T 792, power batteries GB/T 31486, conductive charging connection devices and charging interfaces GB/T 20234.1 and GB/T 20234.2, on-board chargers QC/T 895, radio disturbance characteristics GB 14023, and driving range and residual charge indication GB/T 24157. Other test items are conducted by visual inspection or other conventional methods.
7 Inspection rules
Ex-factory inspection: each vehicle shall pass inspection before leaving the factory and be accompanied by a quality certificate document or mark. At least all the items marked in the ex-factory inspection column of Table 2 shall be inspected, and all shall be qualified for the conformity certificate to be issued.
Type inspection is carried out on the finalisation and certification of a new product; on the trial production and certification of an established product made at a new location or in a transferred factory; after formal production, where significant changes in structure, materials or processes may affect quality; when production resumes after a stoppage of more than one year; when the ex-factory inspection result differs significantly from the previous type inspection; for quality monitoring during normal production, with reliability tests at least once every three years and other item inspections at least once a year; and when required by the national quality supervision authorities.
Inspection items: for a new-product inspection two prototype vehicles are required, one tested for performance and assembly quality, both then undergoing reliability tests; for the other cases two prototypes are tested for performance, assembly quality and reliability, at the specified intervals where applicable. The items are those of the type inspection column of Table 2.
Nonconformity classification: items that do not meet the requirements are classed A, B or C according to their influence on the quality characteristics of the product, as named in Table 2.
Sampling and judgment (Table 3): the inspection level is S-1 and the sample size 2; the acceptance quality limit is 6.5 for class A with acceptance number 0 and rejection number 1, 40 for class B with 2 and 3, and 65 for class C with 3 and 4.
For normal batch production the prototype vehicles are sampled at random from the inspection lot, all of whose products shall have been made within the past six months; they are generally taken from the finished product warehouse or the end of the production line, one or two spares may be taken as well, and they shall be products that have passed the ex-factory inspection.
Judgment rules: during the inspection and testing, including the running-in period, each fatal failure due to product quality counts as one class A nonconformity, each serious failure as one class B and each common failure as one class C, without double counting against Table 3. Failures in the reliability tests are used only to calculate the reliability indicators. Where a Table 2 item has several sub-items, the item is nonconforming if any sub-item is. Where a class A nonconformity occurs, the inspection may be stopped and the batch judged nonconforming. The batch sample is judged qualified where the number of nonconforming items in each class is not greater than the corresponding acceptance number.
8 Delivery
Each vehicle shall pass inspection by the manufacturer's quality department and have a conformity certificate issued before leaving the factory; the delivery status shall be agreed between the user and the manufacturer.
For each vehicle leaving the factory the manufacturer shall provide the operator's manual, the list of parts or vulnerable parts determined by consultation between the user and the manufacturer, the product conformity certificate, the list of spare parts, accessories and on-board tools, and, where necessary, the packing list.
Each vehicle leaving the factory shall be equipped with complete spare parts, accessories and on-board tools.
9 Transportation and storage
Tri-wheel vehicles may be transported with the front wheels and shock absorbers, the cargo box, the rear wheels and the engine removed; all control and connection devices on the chassis shall remain in their original ex-factory accepted state.
Vehicles in transportation, including spare parts, accessories and on-board tools, shall be protected against damage and loss during normal transport.
Under dry and ventilated storage conditions the manufacturer shall ensure an anti-corrosion period of not less than 12 months from the date of leaving the factory, for the vehicles and for their spare parts, accessories, on-board tools and special tools.
