This document specifies the functional and characteristic requirements for on-site emergency facilities in nuclear power plants. This document applies to on-site emergency facilities at large, stationary land-based nuclear power plants; other nuclear facilities may refer to it for further information.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 emergency facilities Emergency response sites, systems, and equipment are set up in accordance with the principle of positive compatibility and relevant regulations.
3.2 Corrective actions Measures and actions taken at or near the incident site that leads to an emergency in order to control or mitigate the consequences of an accident.
Note. Examples include core damage mitigation and control, emergency repairs, firefighting, flooding control within the plant, and resistance to wind and earthquake disasters.
3.3 Protective action During and after an emergency response, measures are taken to avoid or reduce the expected doses to nuclear power plant workers and the public caused by the accident. Protective measures.

3.5 Main control room habitable area In an emergency, the area where the main control room is located can be isolated from the power plant area and environment outside the habitable zone. Note
1.An emergency ventilation system is used in this area to maintain the habitability of the control room. Note
2.This area includes the main control room and may also include other non-critical areas where personnel do not frequently enter or stay continuously during an incident.
3.6 On-site emergency road Roads within the site are used for emergency evacuation, passage, transfer of personnel, and transport of emergency supplies to emergency response locations.
