1 Scope

This document specifies the basic requirements, format, and content for the preparation of on-site nuclear accident emergency plans and execution procedures at nuclear power plants.

This document applies to the development of emergency response plans and execution procedures for nuclear accidents at on-site large-scale stationary nuclear power plants. Other nuclear facilities can refer to this document.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 emergency plan

It describes the work objectives, policies, and response philosophy of emergency response, as well as the organizations and functions for conducting a systematic, coordinated, and effective response.
