This document specifies the requirements for maintaining on-site emergency response capabilities at nuclear power plants, including evaluation of training, drills, emergency plans, and implementation procedures. Requirements for review and revision, as well as the maintenance of emergency facilities, equipment, systems and materials, and the monitoring of the effectiveness of emergency response capabilities. This document applies to activities related to maintaining on-site emergency response capabilities at nuclear power plants. Similar activities at other nuclear facilities should refer to this document for implementation.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 On-site All areas within the site.
3.2 off-site All areas outside the main venue.
3.3 emergency response Emergency actions and measures taken to control or mitigate the consequences of an accident that leads to an emergency.
3.4 Emergency exercise This was conducted to test the effectiveness of the emergency plan, the comprehensiveness of emergency preparedness, the adaptability of emergency response capabilities, and the coordination of emergency personnel. This is a practice activity that simulates emergency response.
3.5 Individual exercise Exercises involving only specific emergency response activities or a series of emergency response functions within the nuclear emergency plan or emergency response procedures.
Note. The focus is on testing specific aspects and functions of one or a few nuclear emergency response organizations.
3.6 An exercise conducted collaboratively by all or part of the departments or units of the on-site or off-site emergency response organization according to a predetermined exercise scenario, in order to test...
