Scope
GB 11215-1989 is the English-translated version of 核辐射环境质量评价一般规定.
GB 11215-1989 sets out the general principles and technical provisions for assessing the quality of the nuclear radiation environment around nuclear and radiation installations.
It applies to the units of the nuclear fuel cycle, to land-based stationary nuclear power and nuclear heating plants, and to research and application units operating at the level of Class A or B laboratories that discharge radioactive materials to the environment.
It defines the terms of the field (source term, critical group, critical nuclide and pathway, effective and collective dose equivalent), fixes an 80 km assessment radius divided into sub-zones by distance rings and 16 sectors, and adopts a basic dose standard of 1 mSv per year to the whole body, with 0.25 mSv per year to the critical group for nuclear power and heating plants.
Further clauses list the basic site, hydrological, meteorological, demographic and ecological data to be collected, the source term and effluent monitoring, the environmental monitoring programme and quality assurance, dose estimation by atmospheric, aquatic and other pathways under normal and accident conditions, and the assessment conclusions.
Issued by the National Environmental Protection Agency on 31 March 1989 and in force since 1 January 1990. Classification: ICS 27.120.30, CCS Z33. The document runs to 11 pages, delivered complete in English translation.
