1 General Provisions
1.0.1 This code is formulated with view to implementing the relevant national laws, regulations
guidelines and policies, unifying the principle and technical requirements for the general layout design of industrial enterprises and achieving technical advancement, safe production, resources reservation, environmental protection and reasonable arrangement.
1.0.2 This code is applicable to the general layout design of newly-built, reconstructed and expanded
industrial enterprises.
1.0.3 The general layout design of industrial enterprises must implement the fundamental national
policies of cherishing and rationally utilizing land and practically protecting farmland, adjust measures to local conditions, achieve reasonable arrangement, economically and intensively use the land to improve the land use capacity.
1.0.4 The general layout design of reconstructed and expanded industrial enterprises must rationally
utilize and reform the existing facilit ies and reduce the influence on production by the construction of reconstructed and expanded engineering.
1.0.5 Besides the provisions of this code, the general layout design of industrial enterprises shall
comply with the provisions of the related current national standards.
3 Selection of Plant Site
3.0.1 The selection of plant site shall meet the requirements of national industrial layout, urban and rural general planning and land use general planning, meanwhile it shall be carried out according to the procedures established by the state.
3.0.2 Land for the residential district, transpo1tation, power utility facilities, scrap yard, environmental protection engineering and construction base which are matched for and serve for the industrial enterprises shall be selected simultaneously with the land for plant.
3.0.3 In the selection of plant site, in-depth investigation shall be carried out for various factors such as the sources of raw materials, fuels and auxiliary materials, flow of products, construction conditions, economy, society and cultural, present situation and programming of land utilization in towns and cities, environmental protection, cultural relics and historic sites, relocation for land occupation, external coordination, construction conditions, etc. , and it shall be determined after technical and economical comparison on several schemes.
3.0.4 As for the industrial enterprises with large transpo1t volume of raw materials, fuels or products, the plant site should be close to the raw material and fuel base or the main marketing area of the products and the region with good cooperation conditions.
3.0.5 The plant site shall possess convenient and economical transportation conditions; the connection with off-plant railway and highway shall be convenient and in small work quantity. Where the plant site is close to rivers , lakes and seas and the navigation conditions are capable of meeting the transp01tation requirements of the enterprise, water way shall be utilized and the plant site should be close to the section suitable for the construction of wharf.
3.0.6 The plant site shall be provided with water and power sources required for production, living and development. The pipeline between the water and power sources and the plant site shall be sho1t and the industrial enterprises with large water and power consumption should be close to the water and power source area.
3.0.7 Industrial enterprises emitting hazardous materials shall be located at the windward side in the wind direction with the annual minimum frequency of the towns, cities, adjacent industrial enterprises and residential district, meanwhile it shall not be located in the section blocking the wind and shall meet the relevant requirements of protection distance.
3.0.8 The plant site shall possess the engineering geological and hydrogeological conditions complying with the construction engineering demand .
3.0.9 The plant site shall possess the area and proper construction terrain required by recent construction and be reserved with appropriate development space according to the long-term development planning of the industrial enterprises.
3.0.10 The plant site shall possess proper terrain gradient, be kept away from sections with complex natural terrain and large natural gradient as well as basin and waterlogged depression.
3.0.11 The plant site shall faci litate the cooperation with adjacent industrial enterprises and relying cities and towns in production, transp01tation, power utilities, machine repair and material supply, comprehensive utilization, circular economy development and living facilities.
4 General Planning
4.1 General Requirements
4.1.1 The general planning of industrial enterprises shall be compiled by combining the technical, economic and natural conditions of the region where the industrial enterprise is located; furthermore, it shall meet the requirements of production, transpo1tation, seismic protection, flood prevention, fire prevention, safety, sanitation, environmental protection, circular economy development and employees living and be determined upon technical and economical comparison on several schemes.
4.1.2 The general planning of industrial enterprises shall meet the requirements of urban and rural general planning and land util ization general planning. The planning shall cooperate with the towns and cities and adjacent industrial enterprises in production, transpo1tation, power utilities, machine repair and material supply, comprehensive utilization and living facilities .
4.1.3 The plant, residential district and lands for transpmtation, power utility facilities, flood prevention and drainage, scrap yard, refuse ore yard, dumping site, environmental engineering, and comprehensive utilization shall be planned simultaneously. Where base for construction must be arranged in large-scale industrial enterprises, the base for construction shall also be planned simultaneously.
4.1.4 The general planning of industrial enterprises shall implement the principle of economical and intensive use of land, strictly enforce the examination and approval procedures for land utilization as specified by the state, utilize wasteland, scabland and bare land, and do not occupy the prime fannland .
Where the industrial enterprises are constructed by phases, the general planning shall correctly handle the relationship between the shott-term and long-term; in short-term, the industrial enterprises shall be arranged intensively, in long-term, space for development shall be reserved; land requisition shall be carried out by phases and the land shall be reasonably and effectively used .
4.1.5 Different types of plants in associated enterprises shall be arranged intensively by zones according to such factors as production nature, mutual relationship, cooperation conditions, etc .. Hazard control measures shall be taken in plants generating harmful gases, smokes, fogs , dusts, etc ..
4.2 Protection Distance
4.2.1 Sanitary protection distance shall be set between industrial enterprises generating such hazardous materials as harmful gases, smokes, fogs , dusts , etc. and the residential district according to the requirements of current national standard "Technical Methods for Making Local Emission Standards of Air Pollutants" GB/T 3840 and relevant sanitary standards for the design of industrial enterprises, meanwhile, it shall meet the following requirements:
1 Land for sanitary protection distance shall utilize the original green land, pond, rivers, farmland, hummock and the zone not conducive to building houses .
2 Permanent resident buildings shall not be arranged in the sanitary protection distance, and
greening shall be carried out if conditions permit.
4.2.2 The protection of the industrial enterprises generating open radioactive hazardous materials shall meet the relevant requirements of current national standard "Basic Standards for Protection Against
