Part 2 of China's mandatory series on the provision of personal protective equipment, covering the oil, chemical and gas industries - the sector where the hazards are least visible and the consequences of getting the provision wrong are largest. This part specifies the general requirements for the provision of personal protective equipment by employers in the oil, chemical and natural gas industries, the identification and assessment of the hazard factors, and the requirements for the equipment. It is applied together with the general requirements of Part 1. What separates this sector from the others in the series is that most of what can hurt a worker cannot be seen. A hydrocarbon vapour, a hydrogen sulphide release, an oxygen-deficient vessel, a hot acid line, a caustic splash: none of them announces itself, and by the time they are apparent the protection either was in place or was not. So the equipment provision has to follow from a formal assessment of what is present rather than from what is happening, and the document is built that way. It takes the operations in turn - drilling and well servicing, production and gathering, refining and petrochemical process areas, tank farms and loading, pipeline operations, laboratories, maintenance and turnaround work, confined space entry and hot work - identifies the chemical, physical and thermal hazard factors of each, and sets the equipment that must be provided against them: the respiratory protection with the distinction between filtering and supplied air that is decisive here, the chemical protective clothing selected against the specific substance rather than in general, the flame resistant clothing that must not itself melt onto the wearer, the eye and face, hand and foot protection, the hearing protection, the fall protection, and the gas detection carried on the person. The terms and definitions, which are defined in GB 39800.1-2020, are applicable to this document.

4 General requirements

The principle for provision of personal protective equipment, provision management, provision process shall be implemented, in accordance with GB 39800.1-2020.

5 Identification and assessment of hazardous factors

Employers shall combine the characteristics of safe production in the oil, chemical, natural gas industries, to perform identification and hazard assessment of the hazardous factors, which may be involved in the production process, in accordance with the requirements of

4.2 in GB 39800.1-2020.

6 Provision of personal protective equipment

6.1 The employer shall select the corresponding personal protective equipment, based on the identified hazard factors in the workplace and the hazard assessment results.

6.2 The personal protective equipment of employers in the oil, chemical, natural gas industries shall be provided, according to one or a combination of the following methods.

6.3 The employer shall carry out the provision and management of respiratory protective equipment, in accordance with GB/T 18664.

6.4 Employers shall consider the differences in regional temperature; provide workers with appropriate personal protective equipment, such as head protection, protective clothing, hand protection, foot protection.
